1. The maximum number of positions in the Ministry of Finance will be 2077, excluding high-ranking persons.

The institution motivates this by the need to create a special structure “Taxes and crime”, which ensures relations both with the OECD and with other national institutions and authorities that have the authority and competence in the field of tax crimes.

“The need for creation is also highlighted by the fact that the lack of this structure caused a delay in completing the questionnaire launched by the OECD for Romania to participate in the benchmarking of the 10 OECD Global Principles for Combating Fiscal Crime. and its transfer to the OECD,” the Ministry of Finance reports.

It also states that the purpose of this structure is not limited in time, only by the procedure of accession to the OECD, since, on the one hand, after the evaluation of Romania, this structure will have the task of coordinating the implementation of the recommendations provided by this organization. and after joining, he will be tasked with monitoring and coordinating the implementation of tools and practices developed by the OECD in the area of ​​taxation and crime.

At the same time, the Ministry of Finance notes, the establishment of the maximum number of positions is also justified by new tasks arising from the need to fulfill the PNPR milestone “Improving the mechanism of budget programming” — milestone 234 (“Update of IT applications BUGET_NG”); “Development and application of green budget planning methodology” – Stage 123 (“Green Budget”); “Increasing the predictability and effectiveness of decision-making processes by strengthening the capacity for policy coordination and impact analysis at the level of the Government and coordinating ministries, as well as by strengthening tools to improve the quality of public consultations at all levels. administration ( Component C14 – Good governance)’, objective 403, as well as those resulting from Romania’s accession to the OECD.

2. Another position of Secretary of State in the Ministry of Finance plus employees for his own office

The project also provides for the creation of the position of the Secretary of State and his office. He would understand what the digitization of the institution means.

“The IT system of the Ministry of Finance, which is managed by the National Center for Financial Information, has the largest scale among the IT systems of public administration in Romania, integrated with numerous information flows and functions of public institutions in Romania and some in the European Union,” reports the Ministry of Finance.

The ministry says failure for any reason, even partial, of one or more of its components would spell national disaster.

“The importance of functioning in proper conditions of the IT system of the Ministry of Finance, managed by the National Center for Financial Information, was also recognized by the decision of the Supreme Defense Council of the country, which approved the integrated system of the Ministry of Finance is of strategic importance, necessary for the security of Romania’s interests,” the explanatory note also states notes of the institution.

3. Four new functions

4 new functions appear in the Ministry of Finance:

• coordination of activities on the analysis of state expenditures,

• management and implementation of the carbon limit adjustment mechanism at the national level,

• management of a package of regulatory acts, through the prism of charging elements, with the aim of implementing the EU plan to reduce greenhouse gas emissions by 55% by 2030 and achieve climate neutrality by 2050,

• coordination and management of relations with the Organization for Cooperation and Economic Development in the field of tax crimes (Tax Crimes).

The project also provides for the appointment of a representative of the Ministry at the Investment and Development Bank.

Obviously, the memorandum does not mention the impact on the budget, as we have become accustomed to in recent years, although there should have been something like that.
