The Ministry of Finance announced on Thursday, in the context of technical problems faced by taxpayers, that “more than 5 million invoices were successfully sent in the first days of operation of the e-Invoice system”.
Note that there is an error when the invoice is loaded even dozens of times. This is even the case with Orange Romania. Some corporate customers complained that they received the same invoice dozens of times.
Speaking to HotNews.ro, Orange said: “We have detected some desynchronizations and we are in contact with the authorities to find quick solutions to fix it.”
Finance Minister Marcel Bolosh says that the problem of numerous invoices will be solved.
“We take proactive measures when issues such as invoice re-uploads occur, so we will implement a mechanism whereby the e-Invoice system will automatically cancel re-uploaded invoices,” he said.
We clarify that this problem of several accounts existed last year as well. Some taxpayers received the bill even thousands of times. It was known, it was not resolved, and then the e-Invoice system was launched.

Bolos boasts that it has sent one million invoices in the last 24 hours, which is a testament to its effectiveness. Also, some have received bills dozens of times in the last 24 hours
“The fact that only in the last 24 hours approximately one million invoices have been sent through this system is undoubtedly a concrete proof of its work,” said Marcel Bolosh.
- “Of course, the introduction of e-Invoice is a significant step towards the modernization of our financial system. We understand that this transition creates certain challenges, but we are determined to overcome them together with the business environment and taxpayers.”
- “We need to think constructively: through weekly technical meetings and close cooperation with representatives of billing platforms, we want to strengthen effective dialogue. It is necessary to work with specific examples where various oversights are complained about, in order to constantly improve the e-Invoice system”
- “I would not like us to forget that this measure was adopted in a context where European Commission data shows €9 billion in VAT losses from Romanians’ money, of which 40% is from community purchases.”

In connection with many errors and problems, the Ministry of Finance invited companies that provide accounting services to cooperate
According to the institution’s message, in order to “identify possible improvements to ensure the synergy of invoicing platforms provided by companies that offer accounting services with the e-Invoice system, the experts of the institution invited representatives of these companies to cooperate in order to optimize technical solutions in such a way that adaptation to the system was as smooth and efficient as possible.”
The Ministry of Finance also notes that the decision to extend the RO national electronic invoicing system to B2B relations was made to ensure conditions that will contribute to increasing the level of tax, fee and VAT collection.
“The collection of this data will allow the tax authorities to timely and automatically check the consistency between the declared VAT and the VAT payable. Such automatic verification will greatly improve ANAF’s analytical skills. In addition, the introduction of mandatory electronic invoicing is a tool for tracking VAT fraud chains in real time, which allows immediate measures to be taken to identify and stop the participation of taxpayers in such fraudulent actions,” the department notes.
