Finance Minister Marcel Bolosh claims that in 2024 there will be “zero taxes and duties”. “I don’t think that milestone 207 is news for anyone (not from the PNRR), which clearly says that we should reform the system of taxes and fees. This has been discussed since 2025,” he said at a press conference.

  • “The year 2024 is zero taxes and fees. This is a minimum of respect, a minimum of decency for the business environment.”

Now is not the best time to introduce a progressive tax

“I think we all reap the benefits of a unique quota. We like it. Where have you seen 10% income tax before and give us a deficit of 5.7%?” he said.

According to him, the introduction of a progressive tax is a topic for discussion of the future tax reform, “which is not my attribute during this mandate.”

  • “At the moment, I have no legal grounds to initiate such discussions. To ensure the sustainability of Romania’s public finances, it is necessary to make the best decision for the country and the people.”

“The progressive tax has its own periods in which it can be introduced. Since we are in a period when Romania and Romanians need support and are going through difficult times, I believe that now is not a very appropriate time to discuss a progressive tax. This is my point of view as a professor of finance,” said Marcel Bolosh.

There will be a discussion with the European Commission regarding the achievement of a milestone in the development of micro-enterprises

“We have sent all the necessary information to the European Commission, according to which we consider the milestone of 2026 with micro-enterprises fulfilled. The European Commission looks at the problem of micro-enterprises through the prism of how many remain in the system and applies the micro-enterprise taxation regime,” he said.

He also noted that the Ministry of Finance believes that it has reached this milestone.

“It will probably be a more frank discussion with the European Commission, but there we have all the necessary information regarding the implementation of the milestone,” he explained.

As a reminder, from January 1, 2024, there are two tax rates for micro-enterprises. The microthreshold remains unchanged at 500,000 euros, but new ones appear depending on what tax is paid.

Thus, there will be the following tax rates:

• 1%, for micro-enterprises whose income does not exceed 60,000 euros

• 3% for micro-enterprises that:

1. earns more than 60,000 euros; or

2. carry out main or auxiliary activities under different CAEN codes (see Law 296/2023, what are these codes and whether you fall under them)
