
Starting from January 1, 2024, the gross amount of the basic salary/post balances/post salaries/monthly employment allowance paid from public funds in accordance with current legal provisions shall be increased by 5% compared to the level provided in December 2023, according to the draft emergency resolution of the government.

(2) Deviation from the provisions of Art. 13 para. (1) from the Framework Law no. 153/2017, as amended, starting from January 1, 2024, monthly allowances for positions related to public dignity and equivalent positions are listed in Annex No. IX to Framework Law No. 153/2017, as amended increased by 5% compared to the level provided for December 2023, according to a document released by the NSMU.
Teachers receive 20% (in two stages)
(3) By derogation from the provisions of par. (1) and from the provisions of Art. 12 para. (2) from the Framework Law no. 153/2017 on the salary of personnel paid from state funds, with subsequent changes and additions, the gross amount of the basic salary of teaching staff, auxiliary teaching staff, as well as non-teaching staff is increased in 2024 as follows:
a) from January 1, 2024 with a percentage of 13% compared to the level provided for December 2023;
b) from August 1, 2024 with a percentage of 7% to the level provided for December 2023;

Article II – Starting from January 1, 2024, the amount of allowances, allowances, compensations, bonuses and other elements of the remuneration system, which, according to the law, are part of the monthly gross salary, the monthly salary that benefits the staff is paid from public funds, it is supported at most at the level of the amount provided for December 2023, to the extent that the staff occupy the same position and perform their activities under the same conditions.
In 2024, overtime will be compensated only by the corresponding time off
Article III – (1) Derogation from the provisions of Art. 21 par. (2) – (6) from the Framework Law No. 153/2017, with subsequent amendments and additions, in 2024, additional work performed beyond normal working hours by employees of the budget sector who are entrusted with executive or administrative functions, as well as work performed on weekly rest days. , public holidays and other days when, according to current legislation, work is not performed during a normal work shift, they are compensated only by the corresponding free time.
Exceptions to awards
Article IV (4) As an exception to the provisions of par. (2), in 2024, awards may be given to athletes and technical teams who have achieved outstanding results in official international and national sports competitions, pupils, students, researchers and teachers who have received distinctions in international Olympiads, international and national competitions in academic subjects and teachers who trained them, with inclusion in the budget allocations.
The filling of vacancies is suspended / with the exception of a report note
Article VI – In 2024, the maximum number of publicly funded positions for public institutions and authorities, regardless of the method of funding and reporting, shall be set by the creditors in such a way as to ensure the full payment of the remuneration rights granted under the law, with inclusion in the budget approved labor costs.
ARTICLE VII – (1) In 2024, the filling of vacant or temporarily vacant positions by competition or examination shall be suspended, with the exception of certain positions in:
a) state institutions and authorities, as defined in Art. 2 para. (1) Clause 30 of Law No. 500/2002 as amended;
b) local public institutions, as defined in Art. 2 para. (1) clause 39 of Law No. 273/2006 on local public finances, as amended.
(3) As an exception to the provisions of par. (1), in well-founded cases, a memorandum approved at a meeting of the Government may approve the organization of contests or exams to fill vacant or temporarily vacant positions in institutions and bodies of state power, provided for in para. (1) lit. a), with the justification of the need and with inclusion in the personnel expenses approved for this purpose in the budget, in accordance with the memorandum approved at the Government meeting, initiated by the Ministry of Development, Public Works and Administration, to fill vacant or temporarily vacant positions in the premises of state authorities /institutions provided for in paragraphs (1) lit. b).
Provisions regarding deferred payments established by the courts for salary arrears:
Article IX- (1) The payment of sums stipulated by court decisions for the purpose of granting certain rights to wages, established in favor of the personnel of state institutions and authorities, which entered into force between January 1, 2024 and December 31, 2024, will be carried out as follows :
a) 5% of the value of the executive document shall be paid during the first year from the moment the court decision enters into force;
b) 10% of the value of the executive document shall be paid for the second year from the date of entry into force of the court decision;
c) 25% of the value of the executive document is paid for the third year from the date of entry into force of the court decision;
d) 25% of the value of the executive document shall be paid for the fourth year from the date of entry into force of the court decision;
e) 35% of the value of the executive document is paid for the fifth year from the date of entry into force of the court decision.
Life annuities for former successful athletes remain limited, as is merit pay
Article XIII – (1) In 2024, the life annuity provided for in Art. 64 of the Law on Physical Education and Sports No. 69/2000, as amended, is granted in an amount payable in December 2023.
(2) The term provided for in Art. II of Law No. 322/2022 to complete the Law on Physical Education and Sports No. 69/2000 extended until January 1, 2025.
(3) Deviation from the provisions of Art. 5 para. (1) of the Law No. 118/2002 on establishing the merit allowance, with further amendments and additions, in 2024 the monthly amount of the merit allowance remains at the level of December 2023, 6,240 lei.

- In 2024, for the activities of personnel with a special status, who are authorized to carry out special measures of an operational or unforeseen nature in the field of public order and security, in accordance with the regime of the state border of Romania, in emergency situations, when personalizing, issuing and general accounting of documents that identity cards and ordinary passports, when issuing and accounting for driver’s licenses and vehicle registration certificates, as well as by employees of the criminal enforcement police, who cannot be compensated for the corresponding free time, is paid with an allowance of 75% of the official salary/salary. The allowance is paid if compensation through paid time off is not possible within the next 60 days after performing the additional work.
- In 2024, public institutions and authorities will not provide their employees with vouchers, with the exception of vouchers for daycare.
- In 2024, public institutions and authorities, regardless of the system of funding and reporting, do not provide assistance or, depending on the circumstances, allowances on retirement, pension, dismissal from work/service or transfer to the reserve. The provisions of para. (1) does not apply in the event of termination of employment or service due to the death of the employee.
- In 2024, honey will not be provided as a food supplement to preschoolers and students of state, private and religious primary education institutions.
- The deadline for incentives for agricultural producers selling primary agricultural products, fishery and aquaculture products is also being postponed to January 1, 2025.
