
Energy Minister Sebastián Bourduya announced on Monday that the new CET Titan cogeneration plant will be built in Bucharest, marking “the first major investment in the last 15 years in the production of heat agent” in the capital. The minister is talking about investments for the citizens of Bucharest in the context of what political sources say he would be interested in running for mayor general of the capital in next year’s elections. In addition, in this statement, Burduja found an opportunity to criticize the current mayor-general, Nikusor Dan.
“CET Titan is the first major investment in 15 years, and for the residents of Bucharest in Titan and Pantelimon, it will mean a cheaper and more modern public heating service,” the Ministry of Energy said in a press release.
Currently, the investment is only at the stage of permission for dismantling works
Titan Power SA is the company responsible for the implementation of the “High-efficiency cogeneration heating plant” project at the CET Titan site in Bucharest with an installed capacity of up to 50 MW.
The Ministry of Energy claims that this installation will be equipped with five engine-generator groups that will use both methane and hydrogen mixtures, offering the most modern and automated solution for the heating system in the capital.
The Ministry of Energy also says that the stages of the “Highly efficient cogeneration thermal power plant” project have already been completed: feasibility study, feasibility study of connection to the power grid, obtaining all approvals in accordance with the Urban Planning Certificate (MC), including Technical Connection Agreement (ATR) for network connection.

“This is the first major investment in the last 15 years in the production of heating agent in Bucharest. Next year will mark 10 years since the former CET on Titan was scrapped,” Bourduya said.
He did not miss an opportunity to criticize Nikusor Dan.
“Thanks to what we are doing at Titan Power and Elcen, which are part of the Ministry of Energy, we are prioritizing the comfort of the residents of Bucharest at the level of a European capital from 2023. However, this is not enough, and the results will be particularly felt when the General City Hall actually restores the pipe system through which the heating agent actually reaches the homes of Bucharest residents. We still have huge losses in the system, more than 1500 tons of hot water every hour, which means high maintenance costs “Unfortunately, over the past three years, only 2 km of the network has been restored with European funds — a big disappointment,” said Nikushor Dan.
He noted that ELCEN is also working on other projects, including the use of geothermal energy for Bucharest’s district heating system. “If Oradea succeeded in doing this, we must also succeed with all the resources at our disposal,” Burduja said.
Immediately after receiving the last necessary documents (liquidation permit / construction permit), which will be completed in 2024, we proceed to the stage of procurement of works, procurement of equipment, construction, subsequently, to the qualification and receipt of the completion protocol (PIF) of the plant. These last stages are planned for the end of 2026, according to the Ministry of Energy.
