What are SRI and Rasirom looking for in treasury digitization? Bolosh’s explanation

HotNews.ro asked Finance Minister Marcel Bolos on Thursday, November 23, what is the reason for the presence of SRI and Rasirom, also the director of SRI, in the computerization of ANAF.

Bolosh claimed that these are components of national security as defined by the Supreme Council of National Defense (CSAT).

  • “These components of information systems that are national security have been identified by the Supreme Council of National Defense (CSAT), and the competent government body to manage such information systems and such situations is Rasirom.
  • It is a component of national security, as it mainly concerns the fight against fraud and the mechanisms by which the Romanian state fights against fraud. You understand what it would mean for these mechanisms to be known to all who are interested in this field, so that we, fighting fraud, find ourselves victims of fraud.” said Marcel Bolos.

When asked why this problem was not raised in previous years, for example, in the case of the digitization project with the World Bank, where the state threw out tens of millions of euros, Bolosh answered that earlier these IT components were not considered national security. CSAT.

Minister Bolos said that the ANAF digitization project has a funding of 100 million euros, money from the PNRR, and that it consists of two components: a data center and IT applications.

HotNews.ro reported that the GEO project submitted for discussion by finance for the digitization of the Treasury envisages that all components of national security are carried out by Rasirom, the directorate of SRI, and that cyber security is also provided by SRI.

A national public financial “IT-hub” will be created.

The law aims to create a modern cloud hardware and software infrastructure at the level of the Ministry of Finance, which will interact with the future government cloud.

The financial center will be a center for financial, fiscal and customs services and public administration data, created and developed at the level of the Ministry of Finance, consisting of at least the following components: basic infrastructure, infrastructure as a service (IaaS). ), Platform as a Service (PaaS), Software as a Service (SaaS).

The Ministry of Finance, through the National Center for Financial Information (CNIF), will be responsible for the creation, development and administration of the Financial Hub by creating, administering and developing this infrastructure at the national level, which will be interconnected at the level of services with the future platform from Government Cloud.

  • The Government Private Cloud is the largest investment in the digitization of the state with PNRR funds, with funding of more than 560 million euros (excluding VAT), an IT platform that will be managed by the Romanian Digitization Authority (ADR) in cooperation with the Special Telecommunications Service (STS) and the Romanian Intelligence Service ( SRI).

The financial center will become the national security infrastructure. What role will SRI and Rasirom play

The new financial IT center is considered a national security infrastructure, given its direct role in the delivery of government services and indirectly in supporting vital functions in the financial, fiscal and customs spheres, the failure or destruction of which would have a significant impact at the national level. .

For these reasons, the GEO project envisages that all components of the Financial Hub, classified in accordance with the law into the category of elements with a national security component, will be carried out by the Autonomous Administration “Rasir”, which will perform the role of an integration contractor, with the powers and duties defined in the content of the regulatory act , which is subject to approval.

The financial center’s cyber security will be ensured by the National Cyber Information Center of the Romanian Intelligence Service in accordance with the powers defined by Law no. 58/2023 on cyber security and defense of Romania with the support of the National Center for Financial Information.

Access to data will be controlled by the Ministry of Finance

The Ministry of Finance, through the National Center for Financial Information (CNIF), will have the task of ensuring the management of services in this financial center in order to eliminate as many problems as possible related to data privacy and security, regulation, financial aspects, technical means as far as possible (interoperability, technological maturity, reliability), issues related to data access and ownership are shown in the explanatory note.
