Two ANAF employees – one from the Alexandria Regional Fiscal Anti-Fraud Office, the other from the Bucharest Regional Fiscal Anti-Fraud Office – were sent to court for fraud and forgery crimes after they used fake diplomas to advance in their positions.

In the case of the Teleorman employee, the transfer to a higher position did not take place, because the HR staff noticed that the diploma provided was fake. Instead, the employee of ANAF Bucharest illegally collected 189,536 lei by using fake education documents to advance to the position, news.ro writes.

An official of the Bucharest Regional Fiscal Anti-Fraud Office was taken to court on charges of continuous fraud and continuous forgery after he used a fake diploma for the past three years claiming to be a graduate of ASE Bucharest.

“During 03.12.2020 – June 2023, at different intervals of time, but on the basis of one criminal resolution, the accused misled the civil servants of the Main Directorate for Combating Fiscal Fraud – the Service for Coordination of Control of Energy Carriers of Import-Export Customs Operations. Administration and Excise Products, in connection with the formulation of a request for transfer to the vacant post of public executive of the highest professional degree of Inspector Class I in the General Directorate for Combating Fiscal Fraud – the Regional Directorate for Combating Fiscal Fraud in Bucharest, presenting as true and false the circumstances that he holds the title of economist, graduated from the Faculty of Economics and Management of Agriculture and Food Production, at the Academy of Economic Studies, graduated in 2001, using forged official documents as a fraudulent means, respectively, a license diploma that should have been issued by the Ministry of National Education, and the alleged “Duplicate ยป licensure diploma will be issued by the Ministry of Education and Scientific Research in order to receive an unfair inheritance benefit, which is the salary income related to the position to which he requested to be transferred, with the consequence of causing damages in the total amount of 189,536 lei, which represents improperly collected net income,” prosecutors from the 1st District Court-affiliated Prosecutor’s Office, which handled the case, said in documents.

The second defendant attempted to advance to a senior position in the Alexandria Tax Fraud Office by using a fake diploma and claiming to be a graduate of a private university. It was not possible to complete the studies, because employees of the personnel department had suspicions about the authenticity of the diploma. The official is being investigated for attempted fraud and forgery.

“On 07/08/2022, during the filing of a petition for the transfer to the state position of an inspector of the first class of the highest professional rank as part of the Main Fiscal Department for Combating Fraud – 3 of the Alexandria Regional Fiscal Department, the defendant tried to mislead officials from the General Department for Combating Fiscal Fraud fraud – of the Regional Office for the Fight against Fiscal Fraud 3 Alexandria, presenting as a true fact that the defendant holds the title of economist, graduate of the Faculty of Economics and Business Administration at Dimitrie Cantemir Christian University of Bucharest, in the field of business administration, specializing in business management, graduated in 2004 , fraudulently using forged official documents, respectively the license diploma, which should have been issued on October 16, 2005 by the Ministry of Education, Research and Youth, as well as the supplement to the license diploma, in order to obtain material benefits represented by the salary of the position he applied for to be transferred, without causing any damage, as the civil servants of the personnel department informed about the false nature of the submitted documents”, – reported on Thursday the prosecutors of the OVS near the district court 1.

Between July and September 2022, he had a third party submit a fake diploma in late September 2022 on his behalf to the National Agency for Fiscal Administration – Directorate of Organization and Personnel.

The case, in which two officials are under criminal investigation, will be heard in the District Court 1 of Bucharest
