
Prime Minister Marcel Čolaku said on Friday that it would be a completely frivolous approach for the government to propose other changes to the Fiscal Code to the law with the budget fiscal measures that passed the Constitutional Court.
The Prime Minister says the priority will now be to raise the minimum wage in agriculture and construction, so that no worker in these industries faces a reduction in net wages due to the payment of CASS.
- “It is important that the package of budgetary and fiscal measures passed the Constitutional Court and could be applied.
- We now urgently need to schedule meetings with employers and trade unions to jointly determine the amount needed to raise the minimum wage in construction and agriculture so that no one loses a single lei of salary by paying CASS.
- Moreover, from my point of view, it would be a completely frivolous approach to come up with other changes to the Fiscal Code before this assumption law.
- I believe that the priority of the Government and the Parliament is to close the milestone in the payment requirement No. 4 (not from the PNRR) – the fiscal reform, which will be implemented in 2025.
- There is absolutely no need to come up with other changes when the presumption law has just gone to promulgation.” – said Cholaku at the beginning of the government meeting.

In addition, the prime minister says that after the promulgation of the law, he is waiting for proposals for reorganization from ministries and state institutions.
- “After the disclosure, I am waiting for proposals for reorganization from all Romanian government ministries, agencies and companies after the disclosure, with a legal basis for this,” Ciolacu said.

According to official sources quoted on Thursday by HotNews.ro, the package of fiscal measures of the Çolaku government will be changed.
According to HotNews.ro sources, a technical meeting will be held next week at the Ministry of Finance to discuss possible changes. The reason is that there are many problems regarding the interpretation of the tax increase package, and the first day after publication in the Official Gazette will be the beginning of corrections.
The law was passed by the Constitutional Court on Wednesday and is due to be announced by President Klaus Iohannis.
One proposal would be to abolish the 1% turnover tax for large companies with a turnover of more than 50 million euros, if the profit tax (16%) is lower. For now, this will only be a proposal and will be discussed on topic, as it appears that national companies will also be “punished”.
It is proposed to replace this measure with another, namely the initiative of five PNL parliamentarians, aimed directly at the export of multinational profits.
