“On reflection, I am happy with the doubling of the bank surcharge from 1% to 2% in 2024 and 2025. Why am I happy? This increases the likelihood of an event similar to 2019,” he said.

He believes that maybe 1% won’t affect the health of the banking system, but 2% definitely will.

“In 2019, based on some ideas that I haven’t seen research on, a greed tax was introduced. What was the result? The rating agencies came back and warned the government that the tax, as it stands, threatens the stability of the banking system, which will lead to a downgrade of the country’s rating, Birish explained during a conference organized by the Coalition for Free Trade. and communication (CLCC).

According to him, the authors of these thoughts, impressions, and feelings are also the basis of today’s changes.

“Maybe 1% didn’t bring the agency back, but at 2% it’s much more likely to blow up in authors’ faces. I think it would be better if 5% did it, so that it is clear that it is not working,” Gabriel Birish also noted.

“Who does it affect? Mainly Romgaz, Petrom and Black Sea Oil and Gas. We expect from Romgaz and Petrom that in the next 3 years they will invest 4 billion in the development of the field in Narea Neagra,” he said.

He also recalled that the industry was also affected by the joint contribution.

“I wonder how Romgaz is doing this year?” Last year, the average gas price was around 140 euros/MW. Based on this price, I think they paid 900 million lei in solidarity contribution this year. The price of gas this year did not exceed 40 euros,” said the lawyer.

  • “They pay some contributions, and unaccounted for, from some income they don’t have. I’m very curious, after they also paid 1 billion, of which 300 million was borrowed for Exxon’s participation, how Romgaz will manage, and if not, we will see some difficulties in paying.

“This is the result of fiscal policy decisions without impact studies. Perhaps the impact will be so fast and negative that in the next period we will see steps back,” the expert believes.
