The decentralization of county cultural administrations, a measure proposed in the project aimed at reducing budget expenditures, will save the budget by throwing out those with low salaries, says the Culturalia union.
“The budget savings will be insignificant. Salaries in the regional cultural departments range from 2,100 to 3,574 lei net,” said the quoted source.
The vice-president of the Cultural Union, Marius Voicu, claims that the elimination of just over 200 employees from the county cultural directorates, whose pay is in any case lower than that of any other delegated service, will not do any favors for the Romanian budget.
- “Such a measure would create a conflict of interest, as local public authorities often have their own real estate projects that benefit directly.”
- “This will lead to the destruction of heritage sites without making significant savings to the state budget.”
“The destruction of the national cultural heritage in order to create a worthless economy is not at all productive for the rule of law,” said Vojku.
Employees of several county departments of culture protested in front of institutions to stop the destruction of cultural heritage.
According to the cited source, the total costs of these departments are approximately 2% of the budget of the Ministry of Culture, which is already underfunded in relation to real needs, given that a significant part of the amount is provided from extrabudgetary revenues. district department of culture.
Also, the union notes, the transfer of the Departments of Culture from the Ministry of Culture to the county councils will lead to the complete disappearance of the attributes of the Ministry of Culture, which will no longer be able to implement the policy of regulation, preservation and popularization of cultural heritage and will not still control the state of the national cultural heritage.
- “All this will lead to the disappearance of control over the application of current legislation in the field of culture”
- “Transferring the responsibilities of the district directorates of culture to the local state administration will inevitably lead to a reduction to the complete disappearance of the functions of the Ministry of Culture, making it impossible to implement the policy of regulation, preservation and development of the national cultural heritage, but, above all, the opportunity of the Ministry of Culture to monitor the state of the national cultural heritage will disappear and monitor the application of current legislation in this area.”
- “The price currently paid by the Romanian state for the protection of national cultural heritage through the county departments of culture is, in any case, too small compared to the value of the work carried out by their employees.”
