In our approach, we excluded food and the costs of cigarettes (and other smoking items and accessories), which take up the largest part of the household budget. Data are from the INS Family Budget Survey.

As I said, in all regions tobacco costs have a very serious impact on the budget. Because households have limited resources, tobacco use forces them to spend less on other items such as clothing, education, and health care. This especially applies to low-income households, for whom the pressure on the budget is even greater.
