​Approximately 250,000 e-passports will be sent by Romanian post to the homes of Romanians who requested these documents, and they will pay the shipping costs. The company has just won a 12-month contract with the Main Directorate of Passports of the Ministry of Internal Affairs (MAI) through tender.

The contract, which was put up for auction by the MAI in June under a simplified procedure, had an estimated value of 3.5 million lei (excluding VAT).

The only offer was submitted by Romanian Post.

During the procedure, Post addressed to MAI with a number of questions related to the technical requirements set forth in this contract for courier services.

One of the questions of the Post Office during the procedure was whether it is customary to charge a fee for the delivery of the item to the destination in cash.

MAI replied that the specifications do not exclude such a method of collecting the courier fee at the destination.

The Post also asked whether taking the recipient’s physical signature on the forms, scanning and uploading the signature to the AWB application and sending it electronically is a method that meets the technical requirements of the tender specification.

The MAI replied that the score obtained for the evaluation factor “technical capacity” will correspond to the degree of equipment of couriers with means of collecting electronic signatures.

In addition, the MAI told him to take into account another requirement of the specifications, namely that “the supplier will notify the sender that the envelope has been delivered and send electronically (via automatic exchange of xml files) a confirmation of receipt (a signature that must not exceed 12 KB).

The delivery confirmation period is 24 hours from the moment the envelope is handed over to the recipient. This can be done by notifying you of the delivery status or by sending an electronic receipt signature. The method of confirmation will be by electronic transmission of the signature of the receipt through xml files.”

Finally, the General Administration of Passports awarded this contract to the post office on July 31 at a final price of 3.15 million lei (excluding VAT), according to an announcement published on Tuesday, August 8, in the Public Electronic Procurement System (SEAP).
