It should be noted that companies that do not pay taxes by the due date or do not pay taxes late are subject to subsidiary taxation. In this way, forced executions are also achieved.

From this amount:

  • 2.559 billion lei were outstanding tax liabilities for which enforcement has been initiated
  • 4.058 billion lei are represented by the tax liabilities of taxpayers who received tax benefits in accordance with legal provisions
  • 13.129 billion lei represent outstanding tax liabilities for which the tax authorities cannot initiate or continue enforcement measures because they are suspended (these are companies that have been declared bankrupt without tracing income/assets)

If we look at the data of all Romanian companies, public and private, the total amount of debt is 119.6 billion lei. Yes, 83.5% of the amount is owned by private companies.

This year’s budget “creaks”: a deficit of 1.72% of GDP in 4 months

According to the data of the Ministry of Finance of Romania, in the first 4 months of this year, the budget deficit amounted to 1.72% of GDP.

The situation with the budget is bad. The government has proposed measures to try to cut costs, but officially it would be just over 5 billion lei. Another 15 billion is needed, and it cannot be solved with ANAF revenues.

When drawing up the budget, unrealistic figures were taken into account, forgetting that last year was exceptional, in which inflation played an important role. In addition, the economy is slowing and many companies are struggling to pay their taxes.

They declare them, but do not pay them.

Lucian Heyusz resigned as president of ANAF and Adrian Cachiu (Minister of Finance) made a statement about the numbers he sees. The problem is that he’s confused about them (between gross and net), he doesn’t seem to fully understand them, and Hayes has shown him what they mean, what the difference is, and what they include.

The Prime Minister also dismissed the head of customs, including the head of NARM.

Data provided by Lucian Hayes shows that PSD representative Ionuts Micha, who heads the Department of Large Taxpayers of ANAF, would have a collection problem. He was not fired, and if we look in the Official Gazette, he did not resign. It has a deficit of more than 8 billion lei.

It should be noted that there are also many state-owned companies in the “Big Taxpayers”.
