
June 12 at submission of applications for the new cycle of the residential renovation program “Excoionamo 2023” with a 10% increase in the limit of permissible interventions due to an increase in the materials used.
As reported today Ministry of Environment and Energy, The platform will be open until September 15, 2023.the program will have budget 300 million euros of which €60 million will be allocated to exceptionally vulnerable households to combat energy poverty and will provide subsidies of up to 75% for energy saving investments.
The main technical features of the program include the following:
For each residential building that will be selected for inclusion in Execonomou 2023, the goal is a mandatory retrofit in at least three energy categories in order to achieve primary energy savings of more than 30%.
Residences to be selected for inclusion in the Program must meet the following conditions:
- Exist legally.
- That they are not considered bearable.
- For use as the main housing.
- Be classified on the basis of the First Energy Efficiency Certificate (A’ PEA) in a category less than or equal to C.
- Not eligible for short-term rentals (like Airbnb).
Once an application for inclusion in the Program is deemed “admissible in principle”, it must be completed and submitted to the Electronic Building Identification Program.
Interventions that are considered acceptable are the following:
- Frame replacement.
- Installation/improvement of thermal insulation.
- Modernization of the heating/cooling system.
- Hot water supply system (DHW) using renewable energy sources (RES).
- Other energy saving measures (installation of an intelligent control system (smart home), intelligent electrical load control systems, intelligent heating/cooling control systems, intelligent remote control and monitoring systems).
Eligible to participate in the Program natural persons retaining property rights (full ownership / usufruct / small ownership) in suitable housing, while potential beneficiaries of the Save – Repair for Youth program cannot apply.
For each eligible individual, you can submission of only one application.
Housing with an active application for one of the Energy Upgrade programs: Save Home II, Save Offline, Save 2021, and Save Upgrade for Youth is not eligible to participate in the new program. .
The criteria for evaluating applications include the cost of energy saving, the applicant’s income, the age of the property, social status, etc.
The subsidy rates based on income and whether the property is owned or rented are as follows:
- Individual income up to EUR 5,000 / family up to EUR 10,000: 75% subsidy for housing occupied by the applicant, 65% for free concession to another person / rent.
- Individual income from 5,000 to 10,000 euros / family income from 10,000 to 20,000 euros: 70% subsidy for the applicant’s ownership, 60% for a free concession to another person / rent.
- Individual income from 10,000 to 20,000 euros / family income from 20,000 to 30,000 euros: 55% subsidy for the applicant’s ownership, 45% for a free concession to another person / rent.
- Individual income from 20,000 to 30,000 euros / family from 30,000 to 40,000 euros: 45% subsidy for housing occupied by the applicant, 40% for free concession to another person / rental.
- Individual income over EUR 30,000 / family income over EUR 40,000: 40% subsidy for the applicant’s ownership, 40% for a free concession to another person / rent.

The need covered is large, as it achieves significant energy and cost savings for citizens, improved daily living conditions, and the safety and health of citizens.
