With cumulative surplus about 307.54 million euros were closed RES Special Account in 2022, according to the official bulletin published by the Administrator of Renewable Energy and Guarantee of Origin (DAPEEP). In the total surplus in 2022, the sub-accounting of old projects contributed 219 million euros, and the under-accounting of projects connected to the system after 01/01/2021 – 88.31 million euros. The DAPEEP estimate for the 2023 close is different, with the old projects calculation showing a deficit of €148.52 million, while the calculation of new projects closes with a surplus of €124.57 million. Regarding this differentiation, DAPEEP Managing Director Ioannis Jarentis points out in his statement the need to reunite the two sub-accounts into one ELAPE so that they are balanced and balanced in their total amount. Recall that the unified ELAPE was divided into two (old and new projects), as this was established as a prerequisite for its strengthening by Recovery Fund in the amount of 200 million euros, which in the end was not mastered.

The calculation of old projects with 15,350 active contracts and an installed capacity of 7.1 GW outperformed ELAPE by 1.532 billion euros. On the contrary, the calculation of new projects, 3512 contracts with an installed capacity of 2.7 GW, allowed ELAPE to receive 62 million euros in 2022. Pollution rights auctions generated only €50.52 million as ELAPE’s aid quota was capped at 3.8%. According to Mr. Jarentis, the state has the ability to raise it to cover any emerging needs. The total revenue from the emissions auction in 2022 was €1.327 billion, with an average CO2 allowance price of €79.71 per tonne.

In 2022, 1,610 MW of RES are connected to the system, of which 270 MW are wind, 1,284 MW photovoltaic, 24 MW small hydro, 20 MW biomass-biogas and 12 MW CHP. The total installed RES capacity in 2022 reached 10.17 GW. Their total production was 18.9 TWh out of 50.7 TWh of annual demand and they cost ELAPE EUR 1,469.6 billion.
