It is estimated that by 2023 the system will be in place throughout the economy, limiting tax evasion while broadening the tax base.
Based on a recent decision by the head of AADE, Giorgos Pitsilis, technical requirements and terms for the modernization of about 300,000 operating tax offices (FTMs) and ADIMEs (autonomous fiscal processors) have been determined.
As envisaged, for companies with a turnover of up to 100,000 euros, the renewal deadline is set for June 30, 2023, and for companies with a turnover of more than 100,000 euros, the renewal deadline is set for July 31, 2023. .
The main goal and aspiration remains that 2023 will be a landmark year for Greek tax data, when all businesses operating in Greece with the most advanced electronic tax mechanisms (FHM),
AADE wants to open the existing “boil”, and while the company pays for a product or service with a credit or debit card, at the same time it does not issue a corresponding receipt, as a result of which, on the one hand, part of the taxable material is lost, and on the other hand, it is not returned collected VAT.
With the new system, cashiers and POS will not work offline for debit card transactions. That is, for card payments, it will not be possible to enter the payment amount in the POS. The amount will be taken directly from the cashier.
At the same time, as stipulated in the regulation included in the comprehensive law of the Ministry of Finance, which is in Parliament, from now on, anyone who is found not to pay VAT (tax evasion) will pay heavy fines, which can reach up to 50,000 euros.
In particular, with the new system, control will be carried out as follows:
- The transaction begins with an electronic tax mechanism (FEM), i.e. sophisticated cash registers for retail transactions. The operator (employee or shop owner) selects “pay by card” and FIM sends a corresponding request to the EFT/POS card payment system.
- The EFT / POS system automatically confirms the receipt of the application at the cash desk, postponing it until the result is received.
- The POS connects to the payment service provider (bank or similar payment service) and receives information if there was: a) online approval or b) offline approval, or c) offline rejection, or d) transaction abort.
- The EFT/POS system responds to the cashier with the end result: reject or approve. In addition, along with confirmation, the main details of the operation (operation number, confirmation code, etc.) are transmitted, as well as data for printing a check from the cashier.
- The cash register (CAS) confirms receipt of the final result. In the event that this confirmation is not documented by the EFT/POS system for any reason, then EFT/POS sets an appropriate flag to prevent the transaction from being processed by the tax mechanism.
