The Economic and Social Council (CES) unanimously gave a negative conclusion to the ASF project regarding the freezing of ASF tariffs. It should be noted that this conclusion is advisory.
During the meeting, Simona Dobritsa, head of the regulatory service – ASF, presented the project.
“Recently there has been an accelerated evolution in the premiums charged by RCA insurers, which has resulted in a large number of RCA policyholders being classified as high-risk insureds,” she said.
He continued: “The increase in tariff rates, the practice of comparable rates in both annual and sub-annual RCA contracts, together with the policy of most insurers not to offer payment in installments when selling RCA contracts, have come in the context of significant increases in energy and commodity prices, recorded at the level of the national economy, which creates financial difficulties for both the public and business entities to take out this RCA insurance for owned vehicles.’
The above factors, she said, could lead to a breach of the legal obligation to purchase RCA insurance and maintain that validity at the time of vehicle registration or registration.
He also noted that such a situation can lead to the inability to cover the risk to other road users and increase the risk to road users, especially when an accident results in serious injury or even death. .
Another thing she noted was the increased need for funding for the national defense fund.
“The bill proposes to remedy the situation by temporarily freezing premium rates charged by RCA insurers for 6 months. If the rates applied on March 1, 2022 are higher than those applied on March 1, 2023, insurers will be obliged to apply the lower premium rate of both,” said Simona Dobritsa.
- “The average variation of the base rate in 2023 compared to the premiums actually charged by insurers on average in March 2022 is about +15%. There is also a maximum of 33% for legal entities. For individuals, 82%, but we went for average figures.”
“Insurers will have to have time to compensate for losses during this period. It is necessary to take certain measures in this regard as well,” the representative of the ASF also noted.
