The railway infrastructure in the port of Constanţa is “on the ground” and in dire need of modernization. It will take years, but there is a start, and CFR SA has announced the first phase. The total length of the lines from the port of Constanta, analyzed in the feasibility study, is 257 km, and the estimated costs are 4.5 billion lei excluding VAT.

What CFR SA says

The national railway company CFR SA informs that on Friday, March 17, 2023, the documentation for the award of the “Modernization of the railway infrastructure in the port of Constanta – Phase I, Valu-Louis-Trajan”, for the public procurement of design and execution services.

The total length of the railway infrastructure in the Port of Constanța, analyzed in the feasibility study, is 257 km, and the total estimated value of the investment objective “Modernization of the Port of Constanţa” (3 stages) is 4.5 billion lei excluding VAT.

The first documentation sent to SEAP on Friday, March 17, 2023, is the subject of public procurement procedures for the design and implementation of the modernization works at the Valu-Louis-Trayan station.

The total estimated cost of public procurement (design and execution of works) is 402,343,706.36 lei without VAT, and the source of financing will be provided from the Cohesion Fund through the Connecting Europe Facility – CEF transport sector and the State Budget.

The duration of the contract is 90 months, of which: 9 months of design, obtaining approvals/permits, 20 months of work performance, 60 months of warranty period

For the implementation of the project Modernization of railway infrastructure in the port of Constanta – Stage I, Valu-louis-Trayan station, part of the program of modernization of the railway infrastructure in the port of Constanta and access roads to the port, the following works are planned:

▻ creation of a waiting group at Valu-louis-Trayan station, which will include 32 reception-dispatch lines;

▻ electrification along the entire length of 32 lines of the Waiting Group, which are receiving and sending.

▻ modernization and electrification of lines 5-8 of the station group and connecting lines with the waiting group;

▻ preservation of diagonal 2-4, which will connect the waiting group and highway 800;

▻ implementation of electronic centralization at the Valu lui Traian station located in the container, with a central post serving the IDM Dispozitor and a local post serving the IDM Exterior;

▻ inclusion in the electronic centralization of elements of the Valu-louis-Trayan station installation (electromechanisms, rolling stock detection systems, signals, SAT, BAT, etc.);

▻ design and implementation of the diagonal to support the railway crossing located between the station group and the waiting group;

▻ the railway crossing, located between the station group and the waiting group, at km 215+333, will be equipped with a SAT installation;

▻ integration into SCADA of new electrification installations from Station Group and Valu Traian Standby Group;

▻ reconstruction of the lighting system in the Waiting Room;

▻ The local station (PL) at Valu-louis-Trayan station will be equipped with a terminal for handling signaling and electrification installations and will be serviced by an external IDM.

▻ telecommunication works between the post serving the IDM Dispozitor, located in the station building, and the post serving the IDM Exterior.
