Poșta Română has published details of the contract won by Vodafone Romania in a negotiated procedure for the purchase of thousands of PDA (Personal Digital Assistant) portable computers, portable printers and mobile data needed for barcode scanning in invoices and at checkout. energy cards for the distribution of aid in the amount of 1,400 lei to vulnerable sections of the population.

The post’s acting director general, liberal Valentyn Stefan, announced last week that the operator that won the negotiation process was Vodafone Romania at a price well below the estimated value of the contract, without giving any other details.

Under this contract, which was initially estimated at more than 21.7 million lei (excluding VAT), Pošta requested the purchase of 7,000 devices equipped with Android and barcode scanning capabilities, an MDM application for remote device management, 7,000 portable printers and mobile data for 7,000 devices by handing them out to company personnel and providing training on how to use the devices and the app.

An additional 1,600 portable printers are required for the existing CAT S42H+ devices that will be used in this project.

During the negotiation procedure, Poșta Română received four offers for the purchase of the technology needed to scan the barcode on the invoice and on the energy cards for the distribution of 1,400 lei assistance to the vulnerable, a contract with an estimated value of more than 21.7 million lei.

From the data analyzed by HotNews.ro, Posta received 4 offers from the main local mobile operators, respectively:

  • 3. SC Vodafone Romania SA
  • 4. SC Telekom Romania Mobile Telecommunication SA

The Romanian Post Office announced on Wednesday that it had begun delivery of energy cards vulnerable people in Bucharest and 6 districts, stressing that by the end of this month the cards will be distributed in stages to all districts of the country.

After receiving the cards, beneficiaries will be able to use the assistance to pay their electricity bills in the following ways:

  • directly to the postman (who will be equipped with new equipment purchased from Vodafone)
  • at any post office in an urban area or at a post office within the radius of which the beneficiary lives in a rural area;
  • online through a computer program provided by Romanian Post.

We remind you that assistance in the amount of 1,400 lei (in two parts: February and September 2023) is provided at the place of consumption and after calculating the acceptable income, which must be less than 2,000 lei. So, in households with several residents, the incomes of all co-residents are added up and divided by their number, and the resulting amount must be less than 2,000 lei inclusive.

The authorities are currently checking the lists of beneficiaries – about 4 million possible beneficiaries – in terms of the income of each household member by interrogating the databases of the Ministry of Labour, Census and ANAF, so the authorities are now discovering chaos in government databases.

The situation should be clarified by February 15when MIPE will deliver the money to the Romanian post office, Minister Marcel Bolos said last week.
