The payment of electricity bills and debts of vulnerable groups of the population, beneficiaries of the 1,400 lei aid, will be possible online through the IT application of the Romanian Post after the government adopts the relevant decree on Tuesday, Marchel said. Bolosh, Minister of Investments and European Projects.
- “It will be a simple IT application that will involve uploading to the platform the documents necessary for payment, namely an identity card, an energy card and an invoice confirming the debt to the energy supplier.
- So we have three options to make these payments, namely through post offices, then directly through the postman and electronic payments.” This was announced by Minister Marcel Bolosh on Tuesday.
Firewood purchased from August 2022 will also be calculated
In the explanatory note we remind you that assistance in the amount of 1,400 lei (in two parts) is provided to vulnerable sections of the population to compensate for the cost of energy regardless of its nature, namely electricity, centralized thermal energy, gas, cylinders, wood for fire, fuel oil, pellets and other heating materials.
Regarding firewood purchased for the winter of 2022-2023, the draft order also establishes the validity period of the documents confirming the purchase by the beneficiary of firewood for heating, which is used at the place of consumption, by registering it on the accompanying document. documents and confirmation of their payment to the firewood supplier, such as a delivery note, invoice, tax receipts.
The time frame is August 2022, “taking into account economic criteria, in the sense that the purchase price of firewood is lower in the summer months, so it is assumed that many vulnerable sections of the population purchased these materials for heating as early as 2018. summer of 2022″.
How to pay your electricity bill online through Romanian Post
In the draft Resolution describes the process of online payment of electricity bills and debts for the vulnerable population with the help of an IT application to be provided by the Romanian Post, as follows:
- If the aid beneficiary chooses the electronic transmission of documents through the interface provided by Post Romania, he must access and log in based on the energy card series to upload the documents listed in para. (7) GEO 166/2022.
- The IT application provided by Pošta Română will send a message confirming the upload of the documents to the support beneficiary’s email address.
- The Support Recipient must register a valid e-mail address in the computer program through which they will receive, as the case may be, confirmation of the postal service or the reason why the postal payment was not accepted.
- On the basis of the documents sent by the aid beneficiary in the electronic application, the Post of Romania is obliged to check the transfer of all categories of documents provided for in clause (7) and after fulfilling the obligations provided for in para. (8), if the conditions for providing support are met, it proceeds to make payments to energy suppliers, taking into account the balance of the available account associated with the energy card.
- If all the conditions for making payments by postal transfer are met, the Post of Romania will send the provided proof to the beneficiary of the aid through the registered e-mail address.
- In the event that all requirements for making payments by postal transfer are not met, Post Romania will inform the beneficiary of the support through his registered e-mail address of the reasons why the documents sent by him in the electronic application were not accepted for payment.
- Confirmation of the postal order or, depending on the circumstances, the notification of refusal of assistance is sent to the recipient of assistance within 5 days from the date when he submitted the documents provided for in clause (7) in the electronic application.
When and how payments for electricity will be made
We remind you that assistance in the amount of 1,400 lei (in two parts: February and September 2023) is provided at the place of consumption and after calculating the acceptable income, which must be less than 2,000 lei. So, in households with several residents, the incomes of all co-residents are added up and divided by their number, and the resulting amount must be less than 2,000 lei inclusive.
The authorities are now checking the lists of law enforcement officers – about 4 million possible beneficiaries – in terms of the income of each household member by interrogating the databases of the Ministry of Labor, Population Registration and ANAF, so the authorities are now discovering chaos in government databases.
The situation should be clarified by February 15, when MIPE will deliver the money to the Romanian post office, Minister Marcel Bolosh said last week.
Also at the time, the CEO of the Romanian Post Office announced that Vodafone was the company that won the procurement procedure for thousands of pre-paid PDAs and portable printers needed to scan and pay bills and energy cards.
The post office specified that payment for energy carriers will be made according to the following calendar:
- a) For installment I – the cost is 700 lei, during the period 20.02.2023 – 30.06.2023;
- b) For installment II – the cost of 700 lei, during the period from September 2023 to December 31, 2023.
Payments will be made in any branch of the Post of Romania OR directly to the postman at the beneficiary’s place of residence.
- The procedure is as follows: payment is made by postal transfer to the account of the energy supplier (or association of owners/tenants). After that, payment confirmation is received. It indicates the amount remaining after making the payment, the amount of the payment(s) made and the supplier(s) to whom the payment was made.
Ministry of European Investments and Projects (MIPE) made a guide with basic information about energy cards.
This year, MIPE will provide 700 lei of electricity bill support to vulnerable Romanians from European funds twice a year.
Aid collection cards will be issued and distributed by Poșta Românăand the lists of beneficiaries will be drawn up by the Ministry of Labor and Social Solidarity.
