At the beginning of June, gradual connection cash registers after POS and sending data online to Electronic systems AADE. Two decisions signed by the AADE Commander George Pitsilis set specifications for two new types Tax Electronic Mechanism (FIM)while improving the performance of the interface between the checkout and the POS.

With the new system, cashiers and POS will not work offline for debit card transactions. That is, for card payments, it will not be allowed to enter the payment amount by typing into the POS. The amount will be taken directly from the cashier.

In particular, with the new system, control will be carried out as follows:

1. The transaction starts with an electronic tax mechanism (FEM), i.e. complex cash registers for retail transactions. The operator (employee or shop owner) selects “pay by card” and FIM sends a corresponding request to the EFT/POS card payment system.

2. The EFT/POS system automatically confirms the receipt of the application at the cash desk, placing it on hold until the result is received.

3. POS connects to the payment service provider (bank or similar payment service) and receives information if there was: a) online approval, or b) offline approval, or c) offline rejection, or d) transaction abort.

4. The EFT/POS system responds to the cashier with the end result: reject or approve. In addition, along with confirmation, the main details of the operation (operation number, confirmation code, etc.) are transmitted, as well as data for printing a check from the cashier.

5. Cash desk confirms receipt of the final result. In the event that this confirmation is not documented by the EFT/POS system for any reason, then EFT/POS sets an appropriate flag to prevent the transaction from being processed by the tax mechanism.

The payment amount will not be entered by entering into the POS, but will come directly from the cash register.

Transfer to myDATA

The Governor’s second decision is to improve data connectivity for 1.3 million businesses and professionals on the myDATA digital platform.

Especially:

1. Cash registers. The obligation to transfer the characteristics of retail revenue issued by cash registers through the FIM information system has been postponed to April 1, 2023. Until March 31, 2023, the transfer of relevant data will continue through business management programs (accounting ERP) or a special AADE electronic submission registration form.

2. Transfer time to myDATA via ERP. From April 1, 2024, the transfer of a summary of documentary transactions through business management programs (commercial / software, ERP) will be carried out in real time. From July 5, 2022 to December 31, 2023, the transfer of a summary of documents through business management programs (commercial / software, ERP) is carried out within the next day from the date of issue of the document. Exceptions are provided for companies with a very large volume of transactions and special conditions for processing their documents.

3. Transfer time to myDATA via the registration form. In 2023, businesses using the registration form must send a summary of their documents within the next day from the date of their release. As an exception, enterprises that had a gross income of up to 10,000 euros in the previous tax year may submit the relevant data through the special AADE registration form until the 10th day of the next month in which they are issued.

4. Electronic invoicing. The stage of adaptation to the issuance of documents exclusively with electronic invoicing through a provider has been extended to six months for all enterprises that have chosen this method of issuing and transmitting documents. This possibility applies to wholesale transactions with other obligated enterprises, as well as transactions with the state in the context of public contracts.

5. QR codes. There may be a QR code in the credentials issued by business management programs (commercial ERP).

6. Fishermen. For fishermen included in the special VAT regime, it becomes optional to submit data in myDATA for 2021-2023.
