After the cancellation of the tender procedure on November 1 due to lack of offers, the Railway Reform Authority announces a re-attempt for the procurement of interregional electric frames, and the tender has been published on SICAP. The estimated cost is from 1.2 billion to 2.37 billion lei excluding VAT, including maintenance and repair services.

In recent weeks, several tenders for the purchase of rolling stock have been suspended due to problems with technical conditions.

“We remind you that the bidding procedure was automatically canceled by the SEAP electronic platform on November 1, 2022 due to the lack of offers, as none of the registered participants submitted a technical and financial offer,” the ARF says.

Interregional electrical frameworks will be used on the following routes: Cluj-Napoca – Sighisoara – Brasov; Cluj-Napoca – Alba-Lulia – Cimmeria – Tirgu-Giu – Craiova; Brasov – Ploiesti – Buzau – Focsani – Bacau – Pashkan – Iasi/Sucava; Galati – Marašest – Bacău – Pascan – Lasi/Sučava; Galati-Brila – Feurei – Fetesh – Constanta (Mangalia); (Mangalia) – Constanța – Feteshti – Braila – Merešesti – Bacău – Pascan – Iasi/Suceva; (Giurgiu) Bucharest – Tsyulnitsa – Calaras.

According to the analysis of the operation of the electrified lines, Cluj-Napoca – Oradea and Craiova – Calafat, after the completion of electrification, trains will also run on the following routes: Oradea – Cluj-Napoca – Sighisoara – Brasov. ; Cluj-Napoca – Alba-Lulia – Cimmeria – Tirgu-Giu – Craiova – Calafat.

What ARF says about the auction

Authority of Railway Reforms (ARF) informs that advertisement no. CN1049902, after verification by the National Agency for Public Procurement (ANAP).

The notice of participation has been sent to the Official Journal of the European Union (OJEU) and will be published within five days on the website www.ted.europa.eu.

The estimated cost is from 1,201,615,722 lei without VAT to 2,374,592,590 lei without VAT, including maintenance and repair services necessary for working in optimal conditions of safety and comfort, training of personnel on operation, operation of trains, transport, insurance, commissioning and technical assistance during the warranty period, according to the specifications.

Thus, taking into account the provisions of Art. 221, par. (1), lit. a) from Law No. 98/2016, updated, on public procurement, with further amendments and additions and provisions of Art. 72, paragraph (1), letter (a) of Directive 2014/24/EU, as well as the conclusions of the feasibility study, in the purchase contract there is a revision clause regarding the possibility of extending the maintenance period for another 15 years, in accordance with the requirements of the Task Book and the number of 9 interregional frames. Supplementing the purchased volumes can be carried out without the organization of a competitive procedure, by concluding additional documents to the purchase contract.

Proposals will be evaluated on the basis of best value for money, factors distributed as follows:

• Quality (30%):

– 16% – added value: number of seats – more than 200 seats

– 14% – delivery term: up to 24 months

• Lifetime cost (70%):

– the purchase price of 20 RE-IR interregional electric frames

– service cost, for 20 electrical frames per o

30 years (maintenance)

– the cost of energy consumption for a period of 30 years

Funding for the project is provided through the National Recovery and Resilience Plan, “Component 4 – Sustainable Transport” and from the state budget, through the budget of the Ministry of Transport and Infrastructure, within the amounts approved annually for this purpose. , in accordance with state investment programs approved by law.

The award procedure is an open tender and the procedure is online.

Any business entity has the right to participate in the winner’s procedure as an individual participant or jointly with other business entities, including in the form of a temporary association created for the purpose of participating in the auction procedure.
