At the same time, however, there is no lack of reflection both on the effectiveness of the measure and on the practical difficulties involved in implementing the basket. The network staff has been working feverishly for the past few days, while the fact that Ministry of Development in the amendment he initiated to legislate the “basket”, he proposed the pamphlet as a means of informing consumers, perhaps prompting the chains to change the strategy they had followed since the beginning of their operation. A typical example is Sklavenitis, the largest supermarket chain, whose standard policy is not to publish offer brochures. Sourceshowever, the company with which “Kathimerini” spoke they did not rule out the possibility of solving something like this, even if the pamphlet is not released – for reasons of time – from this Wednesday.
However, even those chains that have already published a brochure with an offer have not yet decided whether they will continue to issue another brochure, especially for the “home basket”. In any case, they are required, as pointed out by their leaders who spoke with Catimerini, if existing brochures also include products from the “basket”, they must have a special mark created by the Ministry of Development. Similar improvements, of course, should be made in online stores of chains. In addition, several chains that publish offer brochures every 15 days have not yet made a final decision whether they will switch to weekly brochures or just continue to update them every two weeks, of course informing the Ministry of Development weekly, as stipulated by the ministerial decree.
For each day of delay in sending the product catalog, a fine of 5,000 euros will be imposed.
It is recalled that, according to a ministerial decision, chains with an annual turnover of more than 90 million euros (based on the balance of the previous year) are required to send a list of goods that will be included in the “basket”. every Wednesday until 9:00. In 2021, their turnover exceeded 90 million euros. networks “Sclavenitis”, “AB Vasilopoulos”, Lidl, My Market, “Masuti”, Galaxias, “ANEDIK Kritikos”, Market In, SON (please note that the retail activity was acquired by Masoutis), Bazaar, “Chalkiadakis”, collaborating grocers (recently acquired by “ANEDIK Kritikos”). The online supermarket e-fresh.gr will also voluntarily take part in the campaign.
Although the ministerial decision does not provide for anything related to this, the legislative regulation (Article 87 of Law 4986/2022) provides for the possibility of voluntary participation in the measure for supermarket companies with a turnover of less than 90 million euros. According to the information, some mid-sized chains, as well as some online ordering and distribution platforms that have developed their own retail activities, are considering joining the action.
The competent authority to oversee the implementation of the “household basket” is designated as the Data Management, Statistics and E-Commerce Supervision Department of the Inter-Agency Group for Market Enforcement (DIMEA). Sanctions for non-delivery or incomplete dispatch of the list of goods by debtors (administrative fine of 5,000 euros for each day of delay in sending the complete list) are imposed by decision of the DIMEA administrator.
