5% energy savings from industry

Due to the difficult implementation of electricity savings at the rate of 5%, which becomes mandatory from December 1, 2022 to March 31, 2023, the relevant state authorities found themselves in difficulty. First plan submitted October 19 MINISTRY and ADMI industry representatives, and in her hands “K”, has already provoked a reaction from an industry that is being asked to bear the burden and suffer the consequences of reduced production, employment and its international competitiveness. The complexity of the exercise begins with the fact that Greece does not have the ability to calculate in real time the consumption of households and businesses connected to the low voltage network, which is also the largest consumer with a 65% share of total demand. . Minister of Energy K. Skrekas acknowledged that household energy savings cannot be measured because smart meters are not installed, and therefore it goes without saying that 5% of the mandatory savings will be borne by industry.

Based on historical data for the period 2017-2022, ADMIE has determined the system’s peak operating hours from 18:00 to 21:00. The confidential plan he drew up provides for a mandatory daily reduction in consumption from December 1 this year to March 31, 2023 by about 300 MWh per hour over a three-hour period from 18 to 21 hours. with respect to the Administrator’s respective consumption forecasts for a given period of time. In just four months, 104,545 MWh should be saved, corresponding to four months of consumption by large industry.

Load shedding will be done through auctions – Who will participate?

In the auctions to be held for the load shedding under the ADMIE plan, 31 high voltage plants and demand management agencies are potential bidders, i.e. agencies licensed to present third-party loads (industry, commercial companies, etc.) but also possible suppliers for the same meters for the entire month. EBIKEN expressed its significant reservations about the non-participation in auctions of energy-intensive medium-voltage industries and the participation of suppliers instead in a letter addressed to the Minister of Energy, while a letter of similar content, addressed to the Minister, is expected from BSE.

Load reduction will be done through ADMIE auctions. Participants will submit sealed bids for the amount they will reduce and their remuneration, which will not exceed the ceiling set by the Administrator. At the first stage, participation in the auctions will be voluntary. But if there is no efficiency in terms of the goal of saving, then it will become mandatory.

However, businesses and households continued to limit their consumption in September, albeit to a lesser extent, in order to reduce energy costs, as seen in ADMIE’s monthly demand update. By 3.98% compared to the corresponding month of last year, households, small and medium-sized businesses reduced their consumption in September.
