The “key” to the new allowances is the size of the personal difference. In practice, this means that for a basic pension of 500 euros, the personal difference should not exceed 35 euros in order for the pensioner to see an increase of about 7%. Accordingly, for 700 euros, the personal difference should not exceed 49 euros, and for 800 euros of pension, the personal difference should not exceed 56 euros, so that the pensioner sees that his pension has increased. For a basic pension of 900 euros, the personal difference must not exceed 63 euros (with a 7% increase), and for a pension of 1000 euros, in order to see a real increase, you need to have a personal difference of less than 70 euros. Finally, for a basic pension of 1,200 euros, the personal difference must not exceed 84 euros (for a 7% increase).

At the same time, of course, other important interventions will “run through” in the income segment of pensioners, namely the abolition of the solidarity contribution, an increase from the 4th part of the recalculation of pensions for 30 years and older and the provision of an emergency one-time assistance of 250 euros, as a result of which cumulatively, for some, income will increase significantly.

In detail and with examples from the Ministry of Labour, in which no personal difference is assessed, when the rate is increased to 7%, pensioners receiving a pension of 750 euros will receive a monthly allowance. 53 euros, and the annual allowance will be 636 euros (ie 85% of the 13th pension). However, the vast majority of pensioners in this category will be entitled to an allowance of 250 euros. Thus, if the €250 emergency lump-sum assistance is added to the €636 representing the annual gain from the increase, the amount of the benefit is €886. In this example, there is no personal difference. Under the scenario of a permanent increase of 7%, pensioners receiving a pension of 900 euros will receive a monthly allowance of 63 euros and an annual allowance of 756 euros (i.e. 90% of the 13th pension). Assuming a growth rate of 7%, a person receiving a disability pension of €514 would have a monthly allowance of €36 and an annual allowance of €432. If we add to this the amount of the emergency lump sum of 250 euros, the total amount of the benefit will be 682 euros.

According to real case examples from the Unified Pensioners’ Network, a pensioner with a basic pension of 665.7 euros per month gross has a personal difference of 37.13 euros. With an increase of 7%, i.e. 46.5 euros, he will finally receive an increase of 9.5 euros due to personal differences. With a basic pension of EUR 1,299.7 gross per month and a personal difference of EUR 122.13, the pensioner will reduce his personal difference to EUR 31.1 with an increase of 7%.
