
The Romanian police wants to purchase a video surveillance and monitoring system using LPR (License Plate Recognition) technology, which allows automatic recognition of car registration numbers. The system will be used in accordance with the law to fulfill technical surveillance mandates ordered by magistrates, police said.
According to data published on Sunday in the Electronic Public Procurement System, the General Inspectorate of the Romanian Police launched an accelerated open tender for the purchase of the “Surveillance and Monitoring System using LPR technology”.
- “The specific goal is to ensure a modern system of strengthening the operational capacity of police units that use special investigation methods in the fight against the criminal phenomenon.” it is shown in the specifications.
The system will improve the operations of the Special Operations Directorate, the only specialized structure of the Romanian police that provides technical surveillance through specialized police officers.
At the moment, there is no such centralized system at the level of the Romanian police.

The video surveillance system consists of several servers, graphics stations, 300 LPR-type IP video cameras and video management applications for these cameras.
The specifications state that the 300 LPR IP cameras must be able to capture license plates. The hardware will have a software assistant implemented to optimize the video settings according to the height of the mount, the distance from the vehicle and its speed.
Cameras must provide identification of registration numbers during the day at a distance of at least 100 meters.
As for the application for controlling 300 LPR video cameras, it is noted that it must have at least the following functions:
- 1. search in the recording sequence on one or more cameras.
- 2. motion sequence search or intelligent search in selected areas on one or more cameras.
- 3. Search for bookmark titles or descriptions.
- 4. Search for alarms and events with the possibility of applying filters.
- 5. Search for sequences of records in certain geographical locations.
- 6. Search for people with the ability to apply filters to determine age, face, gender and height.
- 7. Vehicle search with the possibility of applying filters to determine the number plate, country code, color, speed and type of vehicle. Video recordings can be exported to media player format (AVI files), MKV format, or still image format (JPEG images).
The announced contract has an estimated cost more than 13.6 million lei (without VAT).
The deadline for receiving proposals is October 3, 2022. On the same day, a meeting on the opening of proposals will also be held.
