Strategic social housing plan called “Sleep Mo!” was presented today by the government following the Prime Minister’s statements at TIF. The Youth Plan moves along 6 axes in total.
OUR the first axis – low interest housing loans per first home purchase from young people, single, married or cohabiting, from 25 to 39 years old.
OUR second axle refers to mass renovation of vacant houses.
Last and sixth axis, increase in student allowance which, especially in the current situation of high inflationary pressures, is considered a necessary support.
The measures are as follows:
This measure concerns the provision of housing loans that will cover up to 90% of the commercial value of the property, with a maximum limit of €150,000 for the purchase of a first home. The program will cover the purchase of apartments up to 120 sq.m. and year of issue before 2007.
The beneficiaries of the preferential housing loan will be 10,000 young people or young couples between the ages of 25 and 39 (with a cohabitation agreement or a religious/civil marriage) with an annual net income of 10,000 euros, up to the heating cap. permission.
The action budget is 500 million euros (375 million euros from the DYPA reserve and 125 million euros from banks). In the event of exhaustion of resources, the amount of loans issued is doubled.
The fee that the borrower will pay for a house worth 100,000 euros is 275 euros.
As Mr. Khatsidakis noted, in order for the action to help families of three and large families and contribute to solving the country’s demographic problem, there is a special condition under which:
a) when the applicant is a young couple (25-39) years old with three or more children on the date of application or
b) when the applicant is a young adult or a young couple who has three children at the time of repayment of the loan (for example, 30 years old), then the 1% interest rate will be covered by DYPA funds, and interest will be charged on housing loans. free.
The program is expected to start in the first quarter of 2023.
Leasing – in the first phase – more than 1,000 vacant private houses under the ESTIA program to provide low-rent housing for young people and young couples.
This action concerns the use of ESTIA program features that will be available after 12/31/2022. As already mentioned, the property in question, provided by individuals and rented to immigrants, does not need special repair / restoration, as it will be delivered in good condition under the HOSTIA program in the coming months.
The Ministry of Labor and Social Affairs will offer the owners of these facilities for another three years the same amount of rent that they received under the ESTIA program from the DYPA reserve. The beneficiaries are 2,500 young people aged 25 to 39 who receive a minimum guaranteed income, with priority given to families with many children, three children and single parents.
The goal is to expand the program in the next phase based on the supply of homes that will be available from owners. In accordance with the established schedule, an invitation to ESTIA facility owners to pay the rent received by them will be published by December, and an invitation to participate will be published for an additional three years, by February. is issued to the beneficiaries, and from March, after the completion of repair work in the apartments, where necessary, the beneficiaries will begin to move in.
The action is about funding a massive renovation and energy upgrade of 4,000 properties that have been vacant for a long time, in cooperation with their owners, to make them immediately available as affordable housing for young people and new couples. This measure will benefit both the young people who will be housed and the property owners who will provide a secure income and modernize their property. It is expected that 10,000 young people and young couples aged 25 to 39 will take part in the action.
The aim is to secure funding from the new NSRF, which has already been discussed with the European Commission, as well as from the Recovery Fund in the context of the forthcoming review of resources relevant to the Ministry of Labor and Social Affairs.
By the end of the year, an invitation to interested owners to provide their property will be published, after which, in 2023, the selection and renovation of houses will be carried out, as well as the selection of beneficiaries.
The project is already included in the Recovery Fund with a budget of 1.5 million euros and is at the stage of signing program contracts with municipalities. It is about the renovation of 70 apartments in the municipality of Athens and 30 in the municipality of Thessaloniki, which will accommodate at least 200 young people and young couples under the age of 39, with criteria to be determined before the end of the year. The promotion covers, among other things, the cost of refurbishing houses and repairing any damage that may occur during the stay of the beneficiaries. Evaluation and selection of houses will be completed in 2023, renovation of houses and selection of beneficiaries are planned for 2024.
Social compensation has been established for the use of real estate of the former OEC. As a result of the tender, the real estate of DYPA (which is the successor to OEK) and the state in general, inside and outside urban centers, will be transferred to technical companies that undertake to build modern buildings at their own expense and based on DYPA technical specifications. residence. Half of the apartments to be built will be available on behalf of the state, with low rents for young people under 39, based on financial criteria, with a special quota for three children and large families. The remaining half of the facilities will be used for commercial purposes.
The action aims to build 2,500 houses that will house 5,000 beneficiaries. The selection of sites will begin this year, and the tender for the selection of contractors is scheduled for mid-2023. This will be followed by the construction of houses, invitation and selection of beneficiaries.
This is a low cost housing model successfully used by other European countries such as Austria, the Netherlands and Spain.
Finally, Mr. Hatzidakis emphasized that the Ministry of Labor and Social Affairs is contributing to the overall efforts to solve the housing problem by using real estate that belonged to the General Secretariat for Social Solidarity and Poverty Alleviation and is currently not in use.
In particular, the action concerns the renovation of 40 properties and their disposal as social housing for young couples and young people under the age of 39, applying either rent (which will be reduced to zero) or rent according to its own model. . It is expected that 80 young people will become beneficiaries. The budget is 1,750,000 euros and is covered by DYPA resources.
The schedule provides for the start of distribution of houses in the 4th quarter of 2023, after the completion of the modernization of facilities and the selection of beneficiaries.
The action can be extended to additional available properties after appropriate matching and determining the state of each property.
