The tallest building in Athens to date, the Tower of Athens, was built in the late 1960s, during the period when a law was passed limiting the height of buildings in Greece, with Law 395/68 on Heights of Buildings and Free Structure, and the buildings were given freedom of location within the site to provide the best possible lighting and ventilation. Prior to this, the maximum allowable height was 35 meters.

Today, in Elliniko, by decree of the President, urban development had to be carried out so that, after numerous objections and appeals, a height of 200 meters could be reached. The permission to build the Riviera Tower, which should be the tallest building in Greece, was a particularly difficult process, as a large number of special permits were required (for example, from the Civil Aviation Authority, the Central Board of Architecture, the Fire Brigade Headquarters, etc.). .), and it took more than 1,900 designs, the company said.
