
A new permit reform has been submitted to the European Parliament
This Wednesday, February 28, 2024, the members of the European Parliament studied a reform of the European driving license rules, in order to increase road safety. If the most controversial measure, a mandatory medical examination to preserve rights, was rejected by 323 votes against 270 votes in favor, some other measures were adopted by the European deputies.
First of all, in order to support the single market of the European Union, the members of the European Parliament spoke in favor of its implementation digital driver’s license, built into a smartphone and has the same cost as a physical driver’s license. A few days ago, France officially launched a digital driver’s license available in a dematerialized version in the “France Identity” app.
As in France, new European drivers must be subject to a probation driving for at least two years, during which they will have to adhere to certain restrictions: stricter blood alcohol levels while driving, as well as stricter penalties for dangerous driving.
Driver’s license: the final vote on the reform will take place in June
In addition, faced with a shortage of professional drivers, MEPs also want to allow young people aged 18 and over to get heavy truck driver’s license, provided there is a certificate of professional competence. 17-year-olds could also take a car or truck driving test accompanied by an experienced driver.
Training and the driving test will also be reformed: in fact, driving tests for obtaining a license will also include driving concept in winter conditions (snow and slippery roads), safe use of the phone while driving, blind spots, driver assistance systems, as well as checking the safety of opening car doors.
Deputies want the candidates to be better prepared for real driving situationsand to better understand the risks associated with driving, especially for vulnerable road users: pedestrians, children, cyclists and other users of electric scooters.
The draft European Union rules on driving licenses were adopted by 339 votes to 240 with 37 abstentions. The final version will still be the subject of discussions and will be finally adopted by the new parliament after the elections in the month June 2024.
