ZFEs (low emission zones) have existed in France for several years. Then it’s a system based on the Crit’Air sticker, which bans access to some major cities for older cars. Then they are effectively deemed too polluting and shut down, often within a week, as in Paris. Obviously very discriminatory, especially towards those who cannot afford to buy a newer and therefore “cleaner” car. A new draft law

A more flexible system
