All the legislative tax changes were presented as reforms, Dan Schwartz, managing partner of RSM, said at the TaxEU forum.

“They have nothing to do with the reform. This is a large-scale change in legislation. Reform is introduced by law, but not every legislative change is a reform. To reform the system, it is necessary to act at the base, to look at it from all points of view,” he explained.

According to him, fiscal reform at the macro level means not only an increase in taxation to obtain additional revenues for the state budget. It also means a reduction in budget costs.

“Raise taxes and reform the system? No! If we consider the (official) motivation, then it is an increase in revenues to the state budget, while in any modern fiscal system the main motivation is the promotion of economic growth. Will they contribute to Romania’s economic growth? I personally doubt it,” he added.
