
Starting from 2016 and until the middle of last year, the Bucharest Clinical Emergency Hospital concluded several contracts for the purchase of liquefied medical oxygen for a total amount of 15.58 million lei excluding VAT. All these contracts were concluded with one company, one of the three economic entities in the market that offer these services. The reason: a controversial construction in a hospital yard that gives the firm a de facto monopoly, according to a report by the Audit Chamber.
The report of the Accounting Chamber refers to “significant” deviations from the legislative provisions regarding contracts for the purchase of liquefied medical oxygen. These violations come amid countless public procurement management violations at the Bucharest Emergency Clinical Hospital (SCUB).
