Management program of the new executive under the leadership of Marcel Cholaku it does not have much news in the field of finance and taxation. This is because it was copy/pasted from a previous program, that of the Chuke government.

The page layout is different to look fresh.

Also some things that already happened but were probably added to have more pages and look thicker.

We present some excerpts, but not all, so that you will not be bored. To do this, you can view the entire Ciucă management program (click) and make a comparison yourself.

“Simplifying the performance-based budget architecture by introducing a clear public policy evaluation system that will provide value for money over time, leading to optimization of the effectiveness and efficiency of proposed policies. ;

Financial support for activities that generate positive outsourcing (research, development, energy efficiency);

Maximum coherence between the main state policy and budgetary planning systems. Emphasis will be placed on targeted budgeting to provide an adequate budgetary basis for the development of sectoral strategic plans;

The same applies to corporate governance:

“Improving the efficiency of state-owned companies by applying the provisions of Law No. 111/2016 on corporate management of state-owned enterprises;

Development of a manual on the application of legislation on corporate governance of state-owned enterprises, adopting the best practices of the European level, with the aim of joining Romania to the OECD Guidelines on corporate governance of state-owned enterprises.”

Likewise in PPP:

“Approval at the level of the Government of the national strategy for the implementation of priority projects in the PPP regime;

Clarification of the institutional framework, while the Ministry of Finance assumes the authority to regulate the field of PPP;”

Instead, there are some novelties in taxation, although the previous one had at least more practical points.

Cholaku writes about the future government:

  • Program to end the waste of public money through a budgetary approach based on public programs and policies; budget programming, mainly focused on investments; reducing the wastage of state funds by rationalizing unjustified, irrational, uneconomic costs; the priority of projects for which funds are actually allocated at the state and local levels; easing budgetary pressure by transferring eligible state investment projects to financing from European funds;
  • Program to facilitate the population’s access to the payment of taxes and fees through simplification and debureaucratization; reducing the administrative burden at the level of state institutions and taxpayers by simplifying legal provisions and obligations regarding registration and reporting in the field of VAT

Further, it is about the introduction of a mandatory electronic invoicing system to ensure the improvement of the efficiency and effectiveness of the administration of taxes and fees.

Most likely, we are talking about e-Invoice, which already exists. May want to upgrade as currently for high tax risk products.

ANAF mentioned issues related to digitization. Customs also interfered there, although it is a separate institution under the Ministry of Finance.

Issues that have already been implemented were also presented. Two examples:

  • Publicizing the best taxpayers by drawing up a “white list” of taxpayers who have declared and paid their tax obligations on time;
  • Notifying taxpayers of possible violations that may lead to the establishment of differences in taxes and fees (actually refers to the compliance notice that applies from this year)
