
On Friday, the government introduced a provision in an emergency decree aimed at reducing wasteful budget spending that will allow ministries and state agencies to continue auctions that have already started, as well as direct purchases of cars: all purchases made through the Rabla program will continue. Today, environmental protection agencies have made dozens of such new direct purchases.
The final version of the emergency decree, adopted by the government on Friday, introduced a significant exception to the measure, which prohibits institutions and public authorities from buying, leasing or renting cars.

All purchases through the Rabla app are carried over
In particular, the government introduced a new paragraph in the Emergency Decree, according to which all purchases made through the Rabla program can be transferred.
Therefore, the following will also be exempted from GEO:
- d) cars, the purchase of which is carried out within the framework of the Program for the reduction of greenhouse gas emissions in transport by promoting environmentally friendly road vehicles from the energy point of view, financed from the Environmental Fund, as well as within the framework of the Program for stimulating the renewal of the national car of the Park 2020-2024, according to with Emergency Government Resolution no. 196/2005 regarding the Environment Fund, approved with amendments and additions by Law no. 105/2006 with subsequent changes and additions.
It is mainly about purchases through the “Rabla Program”.
This exception was not provided for in the draft GEO, which is still in the public consultation stage, in which only purchases made under projects funded by external grant funds and through the PNRR, as well as ongoing government purchases, were exempted.
Why the measure announced by Cachiu to stop buying cars becomes useless in the current procedures
The introduction of this exception, which allows ministries and public institutions to continue purchasing cars through the Rabla program, renders useless another measure announced on Friday by PSD Finance Minister Adrian Cachiu.
He noted that all procedures for the purchase of cars, in which the winners of the procedures have not been announced, will be stopped, especially for purchases with EU funds, PNRR or projects that are the subject of a loan agreement with the World Bank.
This is how the submission sounds in the GEO Government adopted today:
- “(5) Starting with the entry into force of this emergency order, all procedures for public procurement of goods provided for in clause (1) lit. a) (for the purchase of cars), for which the stage of notification of the result of the public procurement procedure has not been completed.”
Such a measure would have had an effect if the exception for purchases through the Rabla program had not been introduced.
- Why Because almost all of the latest wave of direct purchases and the recently launched tenders for the purchase of hundreds of cars are mostly through the Rabla program under the National Vehicle Renewal Incentive Program 2020-2024.

- Hunedoara Environment Agency: Dacia Logan Expression Eco-G (over €13,000)
- Arges Environmental Protection Agency: Dacia Logan Expression Eco-G (over €12,400)
- Cluj Environmental Protection Agency: Dacia Logan Expression Eco-G (over 12,400 euros)
- Brasov Environmental Protection Agency: Dacia Logan (over €13,100)
- Mures Environmental Protection Agency: Dacia Logan Expression Eco-G (over €12,400)
And examples can be continued.
