
The National Energy Regulatory Authority (ANRE) announced on Thursday that it has passed an order to simplify electricity bills, so there will be a new model. The rules will also be imposed on suppliers who issue invoices on time.
As NARE reports, at today’s meeting of the regulatory committee, the Procedure for approving the framework agreement on the supply of electric energy in the universal service mode, the general conditions for the supply of electric energy in the universal service mode, and the applicable invoice model for all household customers was approved.
According to the new approved regulations, the invoices issued by the electricity suppliers to all household consumers for the consumed electricity will be drawn up according to the new model.
What the new electricity bills will look like
The invoice model for household consumers is simplified and will contain:
- identification and contact details of the supplier and the customer,
- date of termination of the contract,
- if the contract is concluded for a certain period,
- billing period,
- the total amount of electricity paid,
- the final price on the invoice,
- the total amount of the payment,
- payment term,
- VAT
“As I stated when we launched the public consultation process, with the new provisions we have simplified the invoice model so that the elements contained will allow the consumer to better understand how to determine the value of the invoice and the additional information contained in the annex to account to help him manage his own electricity consumption,” say the representatives of the NCRECP.
Suppliers who issue invoices for a term longer than that stipulated in the contract are obliged to accept payment in installments
According to the new rules established by ANRE, if the supplier issues an invoice for an invoicing period longer than that provided for in the contract or established in accordance with current regulations, he is obliged to pay the sums owed by the customer, in installments, within period that is slightly equal to the billing period for which the bill was issued, without accrual of penalties.
Other elements necessary for the customer to understand the invoice are presented in the annex to the invoice and are intended to help the household consumer optimize their own electricity consumption, ANRE said.
In addition, through the basic contract for the supply of electricity in the approved mode of universal service, the suppliers undertake that in the case of vulnerable consumers, the installment payment of the bill must be at least 3 months or agreed by the parties.
Other items that were included in the basic agreement on the provision of electric energy in the universal service mode:
- settlement period 1 month,
- the reading interval of the measurement group index is no more than 3 months,
- regular consumption of electricity is carried out for a maximum of 3 months and is included in the first bill issued after reading the index by the distribution operator.
