The President of the National Agency for Tax Administration (ANAF), Lucian Heyusch, said on Thursday that he wants the reform process, including the digitization part, to be carried out as fast as possible, and that it should not be completed in 2025-2026, as foreseen in the PNRR, but try to delay it for “a few years”.

“What is expected from ANAF this year? This question also needs to be considered from the perspective of the person asking the question. If it were the Government, we would be expected to provide the financial resources necessary for the functioning of the state – and manage to fit into that 4.4% of GDP deficit set by the Convergence Plan. If you’re asking your question, I’m sure you expect it to improve our effectiveness in the fight against tax evasion, tax evasion that affects you, and the good taxpayer who often competes in the market with companies, which do not comply with the rules and which may have an unfair competitive advantage in such a situation. If we ask in general, and if you ask me, I would like to see the reform process, including the digitization part, carried out at a faster and more focused pace – and not its completion in 2025-2026, as foreseen in the PNRR, but maybe , it’s worth trying to postpone it. Let’s wait, maybe in a year, if we succeed – it would be amazing,” said Lucian Heiush at PwC’s annual tax conference in Romania.

Regarding the rate of collection, the ANAF chairman emphasized that the rate of voluntary payment compliance in 2022 increased by one percentage point compared to 2021, to 87%, noting that of all that is declared, “87% is paid on time, please.”

“How to increase the rate of collection? The rate of voluntary payment in 2022 has increased by one percentage point compared to 2021, and we are at 87%, this is an extraordinary thing. Of everything that is declared, 87% is paid on time, kindly. This is a reality , and unfortunately in Romania we are used to covering only the bad things, the impressive things, and not the good things that are happening in the Romanian economy. In the case of the face, we are somewhere around 92-93% in terms of the degree of voluntary compliance with the declaration. We need a little more here work. It may also be the way we calculate – if you submit on the 26th, even if you submitted a declaration, you are not But still, there are some indicators that confirm to us, as representatives of the Fiscal, that the vast majority of the business environment understood what is important to pay taxes and fees on time and behave correctly,” he said. added Lucian Geiusz.

He emphasized that he wants “this voluntary implementation to grow from year to year.”

“We are trying to take measures and reach out to taxpayers in different ways. The latter even put this guide on the website for those who receive income from trading cryptocurrencies, because everything changes, society changes, business models change, the sources that some earn for changing income – and then we have to go to these models, even if maybe at the first stage they are niche or pioneering, but we have to keep up with the changes that are happening in society and in business in general,” added Heyush.

The Chairman of ANAF also stated that these projects will continue in the next period, respectively, measures to improve, promoting the importance of voluntary compliance, addressing different socio-professional categories or industrial sectors, depending on the circumstances.
