Another very important event was recorded in the last few days on the way to the implementation of a large and complex project. “Double Regeneration” in the districts of Botanikos and Alexandras Avenue, as large projects in the district of Botanikos were officially included – by decision of the Ministry of Finance – in the Recovery Fund.

In fact, these are 2 + 1 actions to reform the territory and support the infrastructure of the new Panathinaikos stadium in the Botanikos area.

In this context, the Recovery Fund includes projects worth almost 100 million euros. The authority responsible for the commissioning of the works is the Municipality of Athens, which has been managing all the procedures related to the big project all these months, and is now preparing… to further increase the “speed” in order to complete the entire complex of works within the time frame.

In particular, projects that have joined the Recovery Fund are analyzed as follows:

  • The first project concerns reconstruction projects in Votanikos and includes the construction of roads, cycle paths and the construction of a rain and drainage network. The cost of the projects is estimated at 33.7 million euros. A fund in the amount of 7.14 million euros is also designed for expropriation.
  • The second project also concerns redevelopment projects, which are summarized in the projects for the formation of green and common areas in the area of ​​​​Double redevelopment and the Sea Fort. The estimated cost of the projects is 42.04 million euros. A fund in the amount of 13.86 million euros is also designed for expropriation.
  • The third project concerns the provision of technical consultant services for the organization and implementation of projects, the cost of which reaches 2.96 million euros.

In essence, with the inclusion of the above projects in the Recovery Fund, the Municipality of Athens is given the “green light” to start maturing the recovery projects and start their auction. The tender must be completed on time so as not to lose time to complete the projects.

The current estimate is that contracts can be signed in the second quarter of 2023. Completion of the projects is expected in September 2025 and final completion in the fourth quarter of 2025.

In the wider region of Eleonada, the roads provided for by the urban planning study of the region were not opened, and separate acts of implementation were approved. General intervention includes road construction (grade and asphalt), curbing and street lighting.

This particular subproject includes the following maturity stages:

  • roads for immediate reopening: refers to roads included in areas authorized by executive acts.
  • roads are to be opened under conditions: this applies to roads included in areas where enforcement acts have been authorized, but the necessary expropriations/purchases of due land have not been completed.

This sub-project also includes the “Reconstruction of the Holy Road with a bike path”. Linear common spaces with a width of 20 m are provided on both sides of the road axis, and the implementation of a bicycle path is also proposed. The section of the Sacred Way in the municipality is approximately 2150 m. The intervention area is estimated at approximately 43,000 m2.

The area of ​​intervention in the rainwater infrastructure is located north of St. Petersburg. Polycarp, where the implementation work has been completed. The required hydrotechnical works for a specific subproject are divided into 3 categories:

  1. Stormwater network: The subproject 1 road network is accompanied by a lack of a stormwater management network. To this end, subproject 1 is inextricably linked to the construction of a rain network in the same intervention area.
  2. Sewer network: corresponds to the absence of a rain network, there is also no sewer network in the study area. Necessary consultations were held with EYDAP for the implementation of the sewerage network in the area.
  3. Blasting and restoration prof. Daniel: the specific section of the stream is designated according to Official Gazette 48/AAP/2009. The total intervention length is 400 m within the “Double Reconstruction” facility.

For the preparation and completion of studies and tender documents, technical assistance for subproject 1 will be required. Technical assistance services will also include support to the Beneficiary during the tender process.

The municipality is responsible for compensating for the pending expropriation of Eleonas’ land, totaling about 25 acres. Expropriation emerged from 2 main categories:

  1. Expropriation of sales acts on the basis of authorized individual sales acts in the Eleonas region.
  2. Expropriation of the double redevelopment on the basis of Article 23 (Case 2c) of Law 3983/2011, real estate under the double redevelopment project has no obligation to contribute land and money.

Consequently, judicial or extrajudicial procedures for determining the unit price may continue. In addition, a specific sub-project includes the development of a single act of implementation for the rest of the Eleonas region.

Projects of landscaping and common areas in the vast territory of the II Double redevelopment and the Sea Fort in the Eleonas area.

Under the approved dual redevelopment program (Government Gazette 161/AAP/2013), the Municipality of Athens, as the owner of the land, is responsible for the configuration of the common parts of the property.

Common area configurations are divided as follows:

  • Zone A: Includes green areas and a square configuration with direct dependence and dependence on the configuration of the entrances to the stadium and amateur PAO. It also includes a pedestrian street around the mall.
  • Zone b (section): Includes entry-exit configuration from Ieras Odos side to/from Eleonas metro station.
  • Zone c: Includes green space and seating configurations, as well as soft sports configurations. The area also includes the sports facilities of the Municipality of Athens, which may be built in the second phase from other resources. In addition, the contract also covers the formation of projects OTs 17, 22 and 31 with a total area of ​​93 acres.

The Naval Fort property is located in the Eleonas area and north of the Holy Road. The property covers an area of ​​approximately 110 acres and is fully designated as green space, except for some existing buildings as they were approved by the 2010 Presidential Decree (Government Gazette 236/AARP/2010) to define the development line.

The sub-project concerns common space configurations and access to the immediate vicinity of the new football stadium of the Municipality of Athens in Eleonas.

In addition, it includes the E/M infrastructure and rain network, pumping stations and tanks for fire fighting and irrigation of the surrounding area, supply and installation of lighting and security and monitoring systems, as well as field fencing, flooring, various construction and installation works and equipment (benches, trash cans, signs, etc.) of the adjacent territory.

The subproject also concerns the construction of an access road to and from level -1 of the Stadium facilities, which will start from St. Petersburg. Annis and moving in the direction from N / W to S / E ends at Prophet Daniel Street, crossing the corresponding stream. The total length of the road is 400 m, of which 230 m. it is a Cut and Cover and its above-ground part is part of the surrounding field area.

For the preparation and completion of studies and tender documentation, it is necessary to provide technical assistance for subproject 1. Technical assistance services will also include support to the Beneficiary during the tender process.

  • Expropriation of executive acts on the basis of authorized individual executive acts.
  • Expropriation of double redevelopment under Article 23 (Case 2c) of Law 3983/2011

The third project concerns the provision of technical advisory services at different stages of the projects of the Municipality of Athens in the Eleonas area. The technical assistance of the Municipality of Athens is required for the organization of the overall road infrastructure and network project, as well as for the configuration of common areas and uniform monitoring and coordination (project management). The technical consultant will support the municipality throughout the implementation and adoption of infrastructure and green projects.

The services provided by the Technical Consultant will include the following main activities:

  • The Technical Adviser undertakes to support the Client by taking all necessary actions to promote, coordinate and supervise the projects administered by the Municipality of Athens in Reconstruction Zone II.
  • Customer support includes monitoring and coordinating the construction of facilities under the jurisdiction of the Municipality of Athens, up to their completion and handover to their owner.

The Contractor shall promote and coordinate the necessary procedures and activities for the construction of the facility. Demonstration works:

  • Coordination and organization of communication of all involved parties.
  • Organization of the project management and planning system. The support concerns the organization of activities, resources, schedule, quality requirements, and risk management approach in the analytical program against which the project will be coordinated and monitored.
  • Construction monitoring, work verification, specification and procedure control, etc.
  • Monitoring compliance with the construction schedule.
  • Coordination of civil works in projects from start-up to trouble-free installation by the user and full operation of facilities.
  • Supply coordination and approval process for materials to be included in projects.
  • Coordinating the delivery of the project and compiling project files.
  • Supporting Project Management System (PMS) procedures regarding work in the LSO to monitor the physical and financial facility of the project.

The result of the project should be the submission of Quarterly reports on monitoring the implementation of the Work Program.
