Among the dead were seven children and a pregnant woman.
A Palestinian accomplice of the attacker was sentenced to several years in prison but was released in 2011 as part of a prisoner exchange and is currently residing in Jordan.
The US requested her extradition because the victims of the attack included American citizens, but Jordan refused.
