The Russian government will move to a new model of public administration, Prime Minister Mykhailo Mishustin said on Wednesday, stating that this was agreed upon following negotiations with President Vladimir Putin, TASS reports.
“I spoke with the president [Putin] how to rebuild the management model so that it works effectively to improve the quality of life of every person in the country, and for this, among other things, we have moved from the decision of experts to decision-making based on reliable data”, – he This was announced at the “Knowledge Marathon” , one of the annual public events in Russia.
“The meaning is simple: get information directly from the source, bypassing any intermediaries and necessarily take into account the feedback of citizens and businesses,” he explained, stressing that this new administrative paradigm should take into account “changes in the situation, deviations from plans and forecasts.”
At the same time, he clarified that this model of government should not needlessly change or spoil “what is already working.”
Among the messages sent to civil servants and other employees of the Russian state, he told them that “it is unacceptable to remain inactive and wait in the state administration.”
The Russian Prime Minister asked budget officials to triple their efforts
“In order to get a significant result, you need to make twice or even three times more effort than usual,” said the Russian prime minister, without directly mentioning the problems caused by Putin’s invasion last year.
During his speech, Missustin quoted the American journalist and writer Thomas Friedman:
“Every morning a gazelle wakes up in Africa. He must run faster than the lion or he will die. A lion wakes up every morning in Africa. He must run faster than the gazelle or he will die. from hunger. When the sun rises, you must run.”
He emphasized that everything is “exactly the same” in the state administration.
Before Putin’s appointment as Prime Minister of Russia in January 2020, Mishustin headed the Russian Treasury for 10 years. He is generally perceived as a technocrat of the Russian state who does not participate in power struggles within the Kremlin or between Russia’s various competing factions.
