Rice was a national security adviser and then U.S. ambassador to the UN during the Obama administration when Biden was vice president.

As the only person to serve on both the National Security Council and the National Security Council, Rice “made history,” the US president added. Rice’s departure comes as Biden prepares to officially announce, possibly as early as Tuesday, that he will run for a second term in 2024.
