A classified US document obtained by The Washington Post says Egyptian President Abdel Fattah al-Sisi instructed his officials to keep production and shipments secret “to avoid problems with the West.”

A “secret” document from February contains alleged conversations between Sisi and the Egyptian military. He referred to plans to supply Russia with artillery and gunpowder, and Sisi asked officials to keep those plans secret, according to The Washington Post.

An Egyptian official, speaking on condition of anonymity, said the report was “absurd” and that Egypt follows a “balanced policy” with all international parties, state-linked Al Qahera News reported. The statement was also carried by several other state-run Egyptian media outlets.

Egypt is one of the largest recipients of US military aid in the world, receiving $1.3 billion in military funding each year.
