The document, titled “Response to the ongoing conflict between Russia and Ukraine,” lists the “estimated positions” of 38 European governments in response to Ukraine’s requests for military assistance.
The document, which is actually a diagram, shows that Serbia – the only country in Europe that refused to impose sanctions on Russia for its invasion of Ukraine – refused to help train Ukrainian soldiers, but promised to send lethal aid, or it would already have been provided.
