Both sides mutually recognize their respective documents and national symbols, including passports, diplomas, registration marks and customs seals” and the infamous Article 4, strongly opposed by Serbia, provides that “Serbia will not object to Kosovo’s accession to any international organization “.

Serbia pushed for a union of Serbian-majority municipalities in Kosovo, but Pristina was reluctant to allow a Belgrade-backed union of municipalities for fear of creating a breakaway enclave that would undermine its sovereignty. Kosovar Albanian majority leaders argue that such a body would give Belgrade too much influence in their country, while Serbs say it is necessary to protect their rights.
