All 27 countries must unanimously agree to the imposition of sanctions. Sources said Poland blocked the measure, citing proposed exemptions to a ban on imports of Russian synthetic rubber into the EU.
Polish diplomats explained that the exemptions were so broad that they would render the embargo ineffective. Other sources said the exemptions were proposed to meet a request from Italy, which was also supported by Germany.
According to these sources, the permanent representatives of the member countries will meet again tomorrow morning to try to reach an agreement.
