When asked who should be tried, Frank said that Russian statesmen and those who implement decisions at the highest military level should be held accountable.
Ukraine is pushing for a special court to prosecute Russian military and political leaders it considers responsible for starting the war.
The International Criminal Court launched its own investigation into alleged crimes against humanity and war crimes days after Moscow launched its Feb. 24 invasion, but does not have jurisdiction to prosecute the attack in Ukraine.
The head of the European Commission, Ursula von der Leyen, who is on a visit to Kyiv, said on Thursday that an international center would be set up in The Hague to investigate the crime of the attack on Ukraine. Moscow rejects the accusations of Kyiv and Western countries.
