
Ukrainian President Volodymyr Zelenskyi is actively promoting his 10-point peace plan, discussing it with US President Joe Biden, in particular, and calling on world leaders to hold a global peace summit based on this plan.

What is the 10-point plan of the President of Ukraine
Zelensky first announced his peace formula at the G20 summit in November.
The plan provides for:
- 1. Radiological and nuclear safety with an emphasis on restoring safety around Europe’s largest nuclear power plant, Zaporizhzhya, Ukraine, which is currently occupied by Russia.
- 2. Food security, including the protection and provision of grain exports from Ukraine to the world’s poorest countries.
- 3. Energy security, with an emphasis on price restrictions on Russian energy resources, as well as on supporting Ukraine in rebuilding its energy infrastructure, half of which was damaged by Russian attacks.
- 4. Release of all prisoners and deportees, including prisoners of war and children taken to Russia.
- 5. Restoration of Ukraine’s territorial integrity — which Zelenskyi said was “non-negotiable” — and Russia’s confirmation of this in accordance with the UN Charter.
- 6. Withdrawal of Russian troops and cessation of hostilities, restoration of Ukraine’s state border with Russia.
- 7. Justice, which would include the creation of a special tribunal to try Russian war crimes.
- 8. Prevention of ecocide, the need to protect the environment, with an emphasis on demining and restoration of treatment facilities.
- 9. Preventing the escalation of the conflict and building a security architecture in the Euro-Atlantic area, including guarantees for Ukraine.
- 10. Confirmation of the end of the war, which must include a document signed by the participating parties.
Zelensky’s proposal for a global peace summit
In December, Zelensky called on the leaders of the G7 (the Group of Developed Countries – Canada, France, Germany, Italy, Japan, the United Kingdom of Great Britain and Northern Ireland and the United States of America) to support his idea of holding a winter global peace summit to focus the overall peace plan on specific points .
What was the response of world leaders?
Russia rejected Zelensky’s peace offer this month, and Moscow confirmed on Tuesday that it would not give back any of the territory it seized by force, roughly a fifth of Ukraine, which it says it has annexed.
Zelensky was on a diplomatic tour, presenting his plan to US President Joe Biden, French President Emmanuel Macron and Indian Prime Minister Narendra Modi, whose country chairs the G20, among others.
Western countries, led by the United States, supported the Ukrainian army with billions of dollars and helped Kyiv clear mines and repair its energy infrastructure.
But the response to Zelenskyi’s peace plan and his proposed peace summit was more cautious.
During Zelenskyi’s visit to Washington on December 22, Biden only said in public statements that he and Zelenskyi “share absolutely the same vision” of peace and that the United States is committed to Ukraine being able to defend itself.
Modi, whose government has not directly condemned Russia’s invasion of Ukraine, said after Zelensky presented the plan that he had “strongly reiterated” his call for an immediate end to hostilities and pledged India’s support for all peace efforts.
The G7 leaders declared their commitment to peace in Ukraine “in accordance with its rights enshrined in the UN Charter.”
UN Secretary General Antonio Guterres said that the chances of peace talks in the near future are diminishing.
“I think the military confrontation will continue, and I think we still have to wait for a moment when serious peace talks are possible,” he said in late December (Source: Reuters/Agerpres).
