European Commission President Ursula von der Leyen said on Wednesday that Russia’s attacks on power plants and other civilian infrastructure in Ukraine are “purely terrorist acts” that amount to war crimes, Reuters and DPA reported, citing Agerpres.

“Yesterday (not Tuesday) we saw Russia attack civilian infrastructure again, and this marks a new chapter in an already merciless war,” von der Leyen said in a speech to the European Parliament in Strasbourg.

“These are war crimes,” she added.

“Targeted attacks on civilian infrastructure with the express purpose of leaving men, women and children without water, electricity and heating as winter approaches are acts of pure terror and we must call them as such,” the EC chairman said.

Von der Leyen also repeated that the European Union will support Ukraine “as long as it is needed.”
