General Dmitry Bulgakov was removed from the post of Deputy Minister of Defense in connection with his “transfer to another position,” the department said, without specifying details. He will be replaced by Colonel Mikhail Mizinchev, who “will be responsible for the logistics of the armed forces,” he added. Thus, the duties of the deputy minister will be taken over by 60-year-old Mizinchev, who until now headed the National Defense Management Center.

During his long career, Mizinchev held various positions of responsibility in the General Staff of the Army. He was sanctioned by the West for participating in the siege of Mariupol by Russian troops last spring.

The changes to the General Staff come just days after Russian President Vladimir Putin announced the mobilization of tens of thousands of reservists to revitalize military operations in Ukraine. This mobilization is, however, an organizational task, since it requires the collection of reservists from all over the vast country, their equipment, transportation to training centers and from there to the front.

However, the invasion of Ukraine exposed the significant logistical difficulties faced by the Russian military. Analysts believe that these shortcomings were one of the reasons for the problems that Russian soldiers faced at the beginning of the war.
