Earlier, in response to a related question, Foreign Ministry spokesman Christopher Berger emphasized that “it is a principle of international law that two states cannot conclude an agreement at the expense of a third state”, pointing out that “if two countries conclude an agreement at the expense of Greece, then in any case Greece is not bound by it and in this sense it has no legal force.
