The Special Telecommunications Service (STS) has launched a tender for the creation of a main data center in Bucharest, which will house the government’s private cloud infrastructure, an IT platform that will serve at least 30 IT systems of public authorities and provide e-services to the Citizen. The creation of the data center in Bucharest is estimated at more than 91.1 million lei (excluding VAT) and should be completed within 8 months from the signing of the contract.

  • The Government Private Cloud is the largest investment in the digitization of the state with PNRR funds, with funding of more than 560 million euros (excluding VAT), an IT platform that will be managed by the Romanian Digitization Authority (ADR) in cooperation with the Special Telecommunications Service (STS) and the Romanian Intelligence Service ( SRI).

The main data processing center in Bucharest will house the IT systems of public authorities

The Special Telecommunications Service (STS) published a tender notice last week for the purchase of technological equipment for the development of the main data center in Bucharest.

The contract includes installation, configuration, commissioning, training and Level IV accreditation services for this data center.

The specification states that this first main data center in Bucharest “will accommodate IT systems belonging to public authorities serving the citizen/business environment and is a facility that also houses other IT and communication systems “links belonging to the DPS”.

  • “Thanks to the creation of the Main data center of level I, Tier IV, the necessary conditions will be created for the further provision of ICT infrastructure, and thus the DPS will ensure the transition from the placement of physical infrastructures of IT systems of state authorities (colocation) to a scalable virtual infrastructure using in which public authorities (by default and DPS for their own IT systems) will no longer have to invest in physical modernization in the future, but only in updating/developing IT applications of their own systems based on specific operational requirements as well as current existing and future requirements at the European level, with the help of which they will be able to offer reliable services to citizens/business environment,” the document states.

The government’s private cloud will operate in four data centers in Bucharest, Brasov, Sibiu and Timisoara, with IT infrastructure spending exceeding 2.2 billion lei, according to a decision made last year by the government.

By the way, STS started tenders for the creation of cloud infrastructure in the spring of last year.

Last fall, the Ministry of Digital Technologies sent HotNews.ro information about the tenders that have been launched or will be announced for the implementation of the government’s private cloud, as well as the commitments made through the PNRR.

  • The next I1-Government cloud infrastructure investment investment target is the fourth quarter of 2024, when at least 30 government agencies will be connected and fully utilizing the government cloud in accordance with the provisions outlined in milestone 153.
  • Subsequently, by Q2 2026, cloud-based government digital service applications will be developed in PaaS (Platform as a Service), and existing cloud-ready/virtualized applications will be migrated to laaS (Infrastructure as a Service).
  • Thus, the deadline for the implementation of the government cloud is mid-2026,” the Ministry of Digitization told HotNews.ro.
